- The US Army Contracting Command - Rock Island (ACC-RI), Rock Island, IL on behalf of the Headquarters, Joint Munitions Command (HQ, JMC) Rock Island, IL is conducting a market survey to identify potential sources that possess the capabilities, experience, and expertise necessary to perform demilitarization and disposal of Bulk Explosive D ADD (Ammonium Picrate) 1376006283325. The NAICS code for this requirement is 332992. The applicable small business size standard is 1500. The Government anticipates soliciting offerors for award of a Firm Fixed Price contract to provide demilitarization and disposal services of Bulk Explosive D. It is anticipated that one contract will be awarded for a basic period of one year with an option that may be exercised to extend the contract for an additional one year period. The contractor shall establish a Program for the receipt, storage, handling and demilitarization of Bulk Explosive D delivered to the contractor by the Government at the contractor's designated place of performance. The sources shall, ensure that adequate storage facilities are available to secure all government property which may be provided to accomplished any task. Storage facilities must meet requirements of DOD 5100.76M for categorized sensitive ammunition. The contractor must have the capacity to demilitarize a minimum of 250,000-350,000 lbs of Bulk Explosive D per year. Demilitarization (DEMIL) is defined as the act of eliminating the functional capabilities and/or inherent military design features from DOD personal property. Methods and degree range from removal and destruction of critical features to total destruction by cutting, crushing, shredding, melting, burning, etc. DEMIL is required to prevent property from being used for its originally intended purpose and to prevent the release of inherent design information that could be used against the United States. DEMIL applies to material in serviceable and unserviceable condition. Open Burning and/or Open Detonation (OB/OD) are not permitted technologies for any end item(s) or component(s). Interested contractors should demonstrate that they possess the experience and capability, or that they can obtain such, necessary to provide all the necessary material, equipment, property, licenses, and personnel to perform demilitarization of Bulk Explosive D. The contractor shall have all permits, facilities, and equipment in place at time of award for the demilitarization and disposal of Bulk Explosive D and all packaging material. The contractor shall meet all security requirements as required by DoD 5100.76M and the contractor shall ensure strict adherence to applicable laws and regulations including but not limited to the Clean Air Act and Clean Air Act Amendments, 42 USC sect 7401 et seq, Clean Water Act, 33 USC sect 125 et seq, and Resources Conservation Recovery Act (RCRA) Solid Waste Disposal Act, 42 USC sect 690 et seq,). The contractor shall comply with all safety requirements including the DoD 4145.26M, DoD 4140.62, and DoD 6055.09M Volume 7. Interested sources should provide responses which illustrate their capabilities, experience, and expertise, including knowledge of safety, security, storage, and/or environmental regulations associated with the demilitarization and disposal of Bulk Explosive D. Respondents to this Sources Sought announcement should submit evidence in writing that indicates they have developed or have access to systems as described above and that they are in use and considered fully successful. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. In addition, the following information is requested from interested sources: 1. Company Name, CAGE Code, Point of Contact, Phone Number, Email Address, Business Size Status relative to NAICS 332993, address of contemplated place of performance; 2. Lead Time; 3. ROM Price, Per Pound, for the demilitarization of the Bulk Explosive D, FOB to the contractor's facility. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the US Government. The Government will not reimburse any respondent for any effort or information submitted in response to this sources sought. All information submitted will be held in a confidential status. The contractor shall provide all information requested in this notification within 30 days of this publication by electronic mail at no cost to the Government, to the Army Contracting Command-Rock Island (ACC-RI), ATTN: Bridget Kramer, email bridget.l.kramer.civ@mail.mil or Carrie Lansing, email carrie.b.lansing.civ@mail.mil. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.
