- Registration Instructions The Northern Facilities Construction CMT of the United States Postal Service is soliciting proposals to complete the construction of improvements at USPS owned Radio City Station, 322 West 52nd Street, New York, NY 10019-9998. The scope of work includes, but is not limited to the following: Removal of portions of existing floor slabs as required to install new vertical circulation including a new communicating stair between the basement and the second floor. Also included is the relocation of existing second floor facility spaces to the basement including offices, a break room, and lockers rooms. Existing toilet rooms in the basement are being renovated. Estimated cost of the work is between $1,000,000 and $2,000,000 with construction completion no later than one hundred nineteen (119) calendar days after receipt of the Notice to Proceed. The solicitation will open August 12, 2013 on USPS eSourcing Emptoris (see How to Participate below) and close on September 4, 2013. There will be a pre-proposal meeting for this project on Thursday August 15 at 1:30 p.m., on site. Attendance is not mandatory but is strongly recommended. On-site visits may be arranged by contacting Wing Yu, Manager, Customer Service, at (212) 265-6676. The Postal Service bases contract award decisions on best value. Offerors should review the entire solicitation to ensure the requirements are understood. MINIMUM REQUIREMENTS: Years In Business: Proof of having been in the construction business for a minimum of 5 consecutive years. Experience: Two examples of satisfactorily being the prime contractor of comparable alteration projects, in New York City, with a dollar value greater than $1M. Management Plan: Include items listed under Solicitation Attachment 12, Management Plan. Company Health & Safety Plan: Please reference Solicitation documents for specifics in completing the plan. Bonding: Contractor must have the ability to obtain 100 percent performance and payment bonds for this project. Contractor will be responsible for coordination of all work in a manner that will not interfere with mail operations and coordinate all work related to this phased project with the Station Manager or designee. The contractor must provide USPS at least 24 hours notice of any shutdown of utilities and must coordinate the time of the shutdown with building operations. Note: Successful offeror will be required to submit a Project Specific Safety Plan, and a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan acceptable to the USPS Contracting Officer before a Notice to Proceed (NTP) is issued. The successful offeror will be required to submit progress photo(s) with any payment request. Upon approval, the supplier will be notified via e-mail of their log-in credentials. Separate electronic messages will be sent inviting them to participate in the solicitation and notifying registrants when the event is opened. Each organization must "accept" the Invitation in order to place a bid in Emptoris. Any required documentation may be attached to your bid after submitting total dollar amount of bid in Emptoris. CLOSING TIME WILL NOT BE EXTENDED DUE TO OPERATOR INABILITY WITHIN EMPTORIS.
