Description
This is a combined synopsis/solicitation issued for commercial items in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items and FAR Part 13 Simplified Acquisition Methods, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation a firm fixed price quotation is requested and a written solicitation will not be issued. The solicitation number is L13PS00949 and is issued as a request for quotation (RFQ). This request does not commit the government to pay any costs incurred in the preparation of the submission of this quotation or to contract for supplies or services. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58 effective April 18, 2012. This requirement is a 100% small business set-aside under NAICS 561730. The Government reserves the right to issue an order based on the initial quote without discussions of this procurement. Evaluation and award will be made in accordance with the procedures of FAR Subpart 13.106, Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation. The Government intends to issue a contract that utilizes fixed price for the purpose of effectuating the order. The Government guarantees that it will place an order for, at the very least, the Minimum Quantity with the successful vendor. The initial order will be placed within 30 days, following award. Award will be made to the vendor whose conforming quotation in response to the RFQ will be most advantageous to the Government. Best value for this competition will be obtained through a technically acceptable evaluation. The Bureau of Land Management (BLM), Amarillo Field Office has a requirement for the services of a Professional Engineer (Consultant) knowledgeable about current regulations issued by the U.S. Department of Transportation (DOT), pipeline design criteria, cathodic protection systems, pipeline operations, pipeline accident investigations, and record keeping/reporting requirements established by the DOT. The Consultant is required to hold current certification with the National Association of Corrosion Engineers (NACE). The Statement of Work (SOW) for this requirement can be found at http://www.fbo.gov and http://www.fedconnect.net - Reference Solicitation L13PS00949. Offerors MUST be registered and maintain an active registration in the Systems for Award Management (SAM) database found at www.sam.gov throughout performance of the contract. Online Representations and Certifications must be completed at http://orca.bpn.gov. A completed copy of the Far 52.212-03 Clause must be submitted with the quote or to the Contracting Officer prior to award of contract. Quotations are being accepted via email to dhuff@blm.gov or by regular mail to Ms. Debra L. Huff, Bureau of Land Management, 801 S. Fillmore, Ste. 500, Amarillo, TX 79101. Offers can also be faxed to 806-356-1041. Offers must be submitted on Form SF 1449 or company letterhead with contact information including vendor DUNS#, and are due no later than 4:00 P.M. (CST) on August 26, 2013. Questions regarding this RFQ should be submitted to Ms. Debra L. Huff no later than August 23, 2013. Offers not submitted by the closing date will be rejected as untimely. The following FAR provisions and clauses are applicable under this synopsis/solicitation: 52.212-1 Instructions to Offerors Commercial Items, 52.212-2 Evaluation Commercial Items, 52.212-3 Offeror Representations and Certifications Commercial Items, 52.212.4 Contract Terms and Conditions Commercial Items, 52.212.5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders. Also applicable is DOI Electronic Invoicing Clause and the DOI Prohibition on Text Messaging While Driving Clause. 52.237-1 -- Site Visit (Apr 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. (End of Provision)
