- Title: In-River PIT Tag Detection Array System J&A Statutory Authority: FAR 6.302-1 - Only one responsible source (except brand name) Contract Award Date: May 3, 2013 Description(s): Added: Mar 12, 2013 1:12 pm Modified: Mar 12, 2013 1:26 pm JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION J&A Statutory Authority: FAR 6.302-1(a)(2)(ii) Bureau of Reclamation (BOR) intends to award, on a sole-source basis in accordance with FAR 6.302-1(a)(2)(ii), a contract to West Fork Environmental, Inc. West Fork Environmental, Inc. has already developed and tested a prototype of the desired system at a significant cost to the government. BOR does not have funds to duplicate these costs nor can it wait an additional year for the building and testing of a new prototype. Reclamation has a requirement for engineering/fisheries services to test and deploy a full-duplex PIT-tag antenna system to detect downstream migrating juvenile salmonids in fast-flowing, flashy rivers location Yakima River, Selah, WA. Deliverable includes an operable full-scale full-duplex PIT tag antenna system (all components included) that can span a distance up to 150 ft, and function effectively in systems up to 8 ft deep where fish are moving near the surface. This contract will include a base and five (5) options. Base - Test full-duplex PIT-tag antennas including testing at project site. Option 1 - Design full-scale model. Option 2 - Test full-scale model. Analyze to determine need for further testing or ready for production. Install anchoring system, three (3) or more antennas, equipment box, and solar panel at project site. Option 3 - Continue testing, if needed. Assist with testing antenna detection efficiency and maintenance. Option 4 - Deliver antenna system ready for production and implementation. Option 5 - Assist with mapping river in area of antenna installation. No contract will be awarded on the basis of offers received in response to this notice. Determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. If you feel your firm possesses the ability to provide these supplies, then you must respond by demonstrating your firm's technical capability to meet the requirements.
