- The U.S. Environmental Protection Agency (EPA) intends to negotiate on a Sole-Source basis with, General Atomics Electronic Systems, Inc. (GA-ESI), 4949 Greencraig Lane, San Diego, CA 92123,a Fixed Price Contract for Network Upgrades for the software component of EPA?s RadNet Fixed Monitor System. This is pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1(a)(2) which implements 41 U.S.C. 253(c)(1)? "Only one responsible source and no other supplies or services will satisfy agency requirements." The requirements of the software upgrade encompasses providing the Software Modifications, Manual Updates and an Acceptance Test Plan (ATP) to accomplish the following enhancements; (1) Provide a Temporary Stop feature on Front-End Applications; (2) Prevent Volume/Start Time Reset following "Interruption Status=3" and (3) Provide Dual IP Address Fields and FTP Standby time out. Previous Market Research and Sources Sought Notices have not provided viable evidence that neither these nor equivalent components and/or services are available from other sources. The software which controls the Network for EPA's RadNet Monitor System was designed by GA-ESI. Therefore, EPA believes that GS-ESI is the only source capable of providing the software modifications within the time frame the Agency requires. Interested parties who believe that they are qualified to provide these services are encouraged to submit a written capability statement that: 1) include information on the proposed services and/or parts which clearly supports the requirements outlined above; 2) fully explain your capabilities and qualifications and; 3) provide descriptive material and itemized pricing that is sufficient to make a determination that competition is feasible. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. "The intent of this synopsis is to determine if any source(s) exists, therefore, no Request for Proposal (RFP) is available at this time. Responses to this synopsis must be made in writing. No telephonic or faxed request will be honored. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a Sole Source basis. Interested parties may identify their interest by submitting their capability statement within 15 days of the electronic posting of this notice (on or before August 23, 2013 at 5 PM EST) to Beverly Barbour at Barbour.Beverly@epa.gov. All correspondence should reference Procurement Requirement Number, SOL-NC-13-00026. The determination to compete the contract based upon responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 54 1511, with a small business size standard of $25.5 MIL.
