- Description
- This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The National Institute of Drug Abuse (NIDA) seeks to obtain information regarding the availability and capability of all qualified sources to provide a potential requirement as described in this notice. Based on the responses received from this Sources Sought notice, the proposed acquisition may be solicited as a Total Small Business Set-Aside. All eligible small business concerns responding to this announcement must have the capabilities to provide the below product. Delivery will be made to 251 Bayview Blvd, Baltimore, MD 21224. The Intramural Research Program (IRP), Molecular Targets & Medications Discovery (MTMD) Research Branch, at NIDA operates an in vivo fast scan cyclic voltammetry (FSCV) laboratory in order to monitor changes in neurotransmitter concentrations in the brain of anesthetized rodents and in rodent brain slices. The FSCV uses two (2) existing UEI Potentiostats, designed and previously purchased from the University of North Carolina, Department of Chemistry, Electronic Facility shop, for delivering and collecting currents from stimulating voltammetry electrodes in the rodent brain. Two (2) breakout boxes are used for electrical connections between the UEI Potentiostat and a PC. TarHeel software is used for collecting and analyzing the data from the UEI Potentiostat. The FSCV is currently expanding research to include researching freely-moving rodents from a Potentiostat, in which neurotransmitters will be oxidized and reduced directly into the brain and the corresponding electrical signal will be recorded and analyzed outside the brain. This project requires that the Potentiostat is compatible with the existing government-owned equipment described in this notice. The Potentiostat will be required to integrate data which is currently being collected in the lab with data which will be collected in the lab in the future; thereby compatibility is necessary. Interested parties should submit a tailored capability statement, which clearly defines the ability to provide this equipment and that specifically addresses the equipment's functionality and specifications required to provide this Potentiostat requirement. Responses should be limited to 10 pages in length, including attachments and amendments, and sent as an Adobe PDF or Microsoft Office file to: tjugumha@mail.nih.gov prior to the closing date contained in this announcement. Responses must include the respondents' DUNS, organization name and address, point of contact, and size and type of business pursuant to the North American Industry Classification System (NAICS) code identified in this notice. Disclaimer and Important News: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
