SOL NO: WO-1306-001 - Evaluation Criteria questions STATEMENT OF WORK Wildland Fire Lessons Learned Center - "Technical Writer Editor" 1.0 Background The Wildland Fire Lessons Learned Center (LLC) is a cutting-edge knowledge resource center for the entire wildland fire community. The LLC provides innovative strategies, processes and tools to assist the wildland fire community in performing more safely and effectively-using past or present lessons and effective practices. The goal of the LLC is to help prevent loss of life and serious injury, manage risk wisely, and ensure safer and more effective work practices across the entire wildland fire community. The LLC continues to design, development, and provide continual improvement for the wildland firefighting community. Throughout this process we have realized: 1. The need to learn quickly continues to escalate because the highly hazardous and complex situations our firefighters and the public experience are escalating at a rapid rate. 2. We cannot expect to be successful without connection, collaboration and knowledge flow. 3. Knowledge is situation dependent and context sensitive. 4. Knowledge needs to be relevant, mobile and accessible. 5. Knowledge access alone does not ensure continuous improvement. It is only the capacity to take effective action in varied and uncertain situations. 6. Knowledge must be mobilized from its source to its application in ways that are effective and sustainable. 7. We must focus on continual learning and behavioral change through the application of developed knowledge. 8. As stakeholders move through awareness, understanding, belief and acceptance of new ideas and approaches, the decisions made in their communities change. 2.0 Scope The government intends to award a Firm Fixed Price (FFP) contract to provide Technical Writer Editing support to the Wildland Fire Lessons Learned Center. This support will provide, sustain and cultivate the bridges between the Wildland Fire Lessons Learned Center (LLC) and the multi-facetted wildland fire community. 3.0 Objectives Provide Technical Writer Editing service and support to the Wildland Fire Lessons Learned Center. 4.0 Personnel A prerequisite for performing as the LLC's Technical Writer Editor (TWE) is previous wildland firefighting experience in addition to a high level of technical writer editor knowledge, skills and abilities. The Government considers the Contractor's designated Technical Writer Editor to be essential to the success of the overall project and intends to designate the Contractor's proposed Technical Writer Editor, by name, as "Key Personnel" under this contract. The Contractor shall make every effort possible to maximize stability and continuity of the Technical Writer Editor. The contractor shall provide/secure: 1. All tools, equipment, telecommunications, transportation, to perform in accordance with SOW. 2. The government will provide a US Forest Service laptop with service and support included. This laptop is for official use only, and the TWE will meet all agency CIO security requirements. 5.0 Period of Performance: Base period is for twelve (12) months from date of award, with four (4) one year option periods. NTE 5 years (60 months) including base period from date of award. • Base Period: Not to exceed 12 months • Option Period One: Not to exceed 12 months • Option Period Two: Not to exceed 12 months • Option Period Three: Not to exceed 12 months • Option Period Four: Not to exceed 12 months 6.0 Tasks or Requirements The Technical Writer Editor will be assigned and responsible for the following tasks: • Identifies, develops, writes, edits, designs and otherwise produces a wide range of high quality written products (includes print and electronic media, including inter/intranet information dissemination, and video scripts). Establishes policies for style, readability, and consistency for all scripts, signage, and documents produced by the LLC. • Collaborates with Center Staff to develop strategies for communicating information through print media, social media, Internet websites, and contracts with other writers to implement such strategies when necessary. Evaluates preliminary drafts and offers suggestions to project directors, curators, and/or designers on presentation of subject matter and visuals for a target audience. Recommends inclusion of additional visuals or information or condenses the material to suit the constraints of design. Ensures that the language level is appropriate for the stated audience and that the necessary background information is provided to further the understanding and use of technical information regarding fire and aviation program management, implementation and evaluation. • Researches, writes and edits materials that are complex or controversial, and read by a diverse audience. Translates highly technical information into easily understood text and supporting graphics to promote understanding by policymakers, interagency land managers, field resources, community collaborators and the general public. • Develops and synthesizes final copy based on material submitted by others. Frequently, the submitted material is in outline form or written for distribution and requires extensive rewriting, reorganizing, and editing. Materials cover a broad range of technical information about wildland fire, planned fire and natural resource science (ecology, botany, entomology, economics, hydrology, wildlife biology, forestry, sociology, etc.). • Produces technical and non-technical documents, the Center's Annual Accomplishments Summary, regional and national Fire and Aviation program management strategy reports, regional and national fire reviews, brochures, and articles for policy leaders, natural resource professionals, firefighting practitioners, interagency partners, and the general public. Specific actions per each period of performance include: • Be available to the LLC staff during normal business hours via phone and e-mail. • Be available to the LLC staff during non-business hours via phone and / or e-mail for emergency support requests. 6.1 Milestones / Deliverables N/A 6.2 Delivery • Deliverables for the Business Services Directorate will generally include: The contractor shall meet with the LLC staff for monthly (minimum) scheduled conference call meetings to review progress, discuss options and maintain a continuous relationship. • Work project priorities will be set by, and discussed with the Wildland Fire Lessons Learned Center's Assistant Center Manager. • A detailed monthly report of results must be provided by the contractor and discussed with the LLC Assistant Center Manager on what was accomplished. Immediately following, the next monthly planning meeting must be held between the LLC Assistant Center Manager, and the Technical Writer Editor to agree upon a plan of work. 6.3 Government Acceptance Upon receipt, the Government will have 10 business days to review all deliverables for content matter and applicability to the requirements. If the deliverables are found to be acceptable to the Government, the Government will provide a written response (via e-mail) accepting said deliverable; if the deliverable(s) does/do not meet the level of expectation, the Government will respond in writing to the contractor by the 10th day, outlining the changes that need to be made. The contractor will have 2 business days to revise and re-submit the deliverable(s); the Government will have 1 business day to review and provide written acceptance. 7.0 Government Furnished Equipment (GFE) • Work plan and other products from prior working group efforts • Laws and regulations that might have bearing on the meetings • Existing organization charts and documented processes, including other guidance identified during the process • US Forest Service and LLC internal policies and procedures relevant to the issues discussed • US Forest Service laptop with service and support included. This laptop is for official use only, and the TWE will meet all agency CIO security requirements. 8.0 Security The Government will retain rights to all intellectual property produced in the course of this contract. The LLC staff will provide final approval on all documents prior to publication. If violated, The Government reserves the right to require dismissal of the contractor. 8.1 Confidentiality All data, information and deliverables provided to the Contractor under this contract and/or developed by the Contractor under this contract are the property of the U.S. Government and shall be kept in strict confidence. 9.0 Conflict of Interest Non-disclosure/Conflict of interest: Upon award of the contract, the contractor will be provided with a non-disclosure/confidentiality agreement prohibiting the disclosure of USFS sensitive and procurement information that they must sign. This agreement will be kept in the master file, and is valid for duration of contract. The contractor performing under this contract shall not engage in any actions that would create any actual, or the appearance of, any conflict of interest. 10.0 Place of Performance / Hours of Operation: The LLC is currently located at the National Advanced Fire & Resource Institute in Tucson, Arizona, USA. The contractor will interact with staff on a monthly basis at a minimum for the monthly accomplishment report, but most of the work will be accomplished remotely using the Internet and appropriate telework communications systems. All of the work is anticipated to be off-site at the contractor's residence or other location as authorized by the Contracting Officer. • No overtime is authorized under this contract • No paid holidays are authorized under this contract 11. Travel All associated travel must be pre-approved in writing by Contracting Officer (CO). The contractor shall be responsible for securing lodging and meals at established General Service Administration (GSA) per diem rates at the time of booking (http://www.gsa.gov/portal/category/21287). All travel and related expenses must be in accordance with the most current Federal Travel Regulations found here: www.gsa.gov/ftr. Deviations from established GSA rates shall be brought to the attention of the CO. All travel related expenses will be reimbursed per actual expenses. When the contractor submits an invoice requesting travel reimbursement, the contractor shall provide documentation (i.e. store/provider receipts) of all expenses incurred in the performance of this project to the Contracting Officer 11.1 Common Carrier If common carrier is required, the contractor shall purchase the best commercially available "unrestricted" (fully refundable and fully exchangeable ticket), unless otherwise approved by the CO (The contractor is not permitted to purchase tickets under the General Services Administration (GSA) City Pair Program.) 11.2 Lodging If lodging is required and such lodging is only available at an amount above the maximum allowable Per Diem rate (excluding taxes), the contractor must provide documentation as to why the rate was unobtainable and obtain prior approval before booking the reservation.
