Description
MEVE-REPLACEGRANULAR ACTIVATED CARBON This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is P13PS01542 and is issued as a Request For Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69 effective August 1, 2013. The associated NAICS code for this proposed action is 562910 Environmental Remediation Services with a small business size standard of $19 million. This solicitation is issued as a total small business set aside. GENERAL DESCRIPTION: Work shall consist of furnishing all labor, materials, tools, supplies, equipment, transportation, and supervision necessary to perform activated carbon exchange service at the Mesa Verde National Park water treatment plant. Project will include vacuum removal of spent activated carbon, inspection, and refill with fresh media Granular Activated Carbon, Norit 1240 or equivalent. All work and supplies shall meet or exceed all Federal and State requirements for public drinking water facilities. The work to be performed includes vacuum removal of spent activated carbon, inspection, replace support bolts with stainless steel for screens, touch up epoxy paint where needed, refill with fresh media and disposal of non-hazardous activated carbon. Granular Activated Carbon (GAC) at Mesa Verde must be Norit 1240 or approved equal. To be considered equal to Norit 1240, the proposed product must meet or exceed the following technical data. Offered granular activated carbon must have been developed especially for the purification of (potable) water and be suitable for removal of dissolved organics, including compounds causing taste and odor problems and trihalomethanes (THM). Product must meet all AWWA B604 standards for potable water and NSF/ANSI Standard 61. Offered product must meet or exceed the following properties. Iodine number, mg/g 1100 min. Moisture (as packed), mass-% 5 max. Ash, mass-% 3 max. Particle size > 12 mesh (1.70 mm), mass-% 5 max. < 40 mesh (0.42 mm), mass-% 5 max. GAC quantity is Approximately 14,000 pounds. (7,000 pounds per tank X 2 tanks = 14,000 lbs. 180 cubic ft.) The National Park Service, Mesa Verde National Park, intends to award a single firm fixed price contract for the completion of the specified service to be completed no later than January 31, 2014. DELIVERY LOCATION: The work location is at the Mesa Verde National Park Water Treatment Plant located near the park entrance just off of Colorado State Highway 160. This combined synopsis/solicitation incorporates the provision at 52.212-1, Instructions to Offerors Commercial. It is the intent of the National Park Service to one firm fixed price contract to furnish the required services with the firm that demonstrates the ability to deliver within the stated requirements and who offer the lowest price, (lowest price technically acceptable). All offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items with their offer or a statement that they have completed the annual certifications at https//www.sam.gov. The Clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
