- The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Walter Reed Army Institute of Research (WRAIR), intends to negotiate solely (as prescribed in FAR 13.106(b)(1)(i)) with Illumina, Inc., 5200 Illumina Way, San Diego, CA, for the procurement of the Illumina MiSeq Integrated Sequencer System. Specifically, the government will purchase the following items for the purpose of supporting global surveillance capabilities in preparation for potential pandemic outbreak of H7N9 and/or novel Middle East Coronavirus: MiSeq System Integrated system for automated generation of DNA clonal clusters by bridge amplification, sequencing, primary and secondary analysis. System includes embedded touch screen monitor and on-instrument computer, dual surface imaging capability, MiSeq Software Suite, installation kits and standards, installation and training (SY-410-1003), one (1); Service Contract MiSeq Standard, Includes full coverage for all service parts and labor (SV-420-1002), one (1); MiSeq v2 Reagent kit, 50 cycles per kit (MS-102-2001), five (5); MiSeq v2 Reagent kit, 300 cycles per kit (MS-102-2002), five (5); MiSeq v2 Reagent kit, 500 cycles per kit (MS-102-2003), five (5); Nextera XT Index Kit (24 Indices, 96 Samples) (FC-1311-1001), one (1); Nextera XT DNA Sample Preparation Kit (24 Samples) (FC-131-1024), one (1) The WRAIR's mission requires the ability to find the sequence of a pathogen within the mixture of human or other host nucleic acid. The Illumina Sequencer system is the only system that has the capacity (6 giga base) to fulfill this mission. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 500 employees. This announcement constitutes the only notice by the government; a written solicitation will not be issued. All sources that believe they are eligible to provide these items must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, the purchase will be awarded without further remark. Interested parties may identify their interest and capability in writing to the above e-mail address no later than 5:00 pm EDT, August 15, 2013.
