- WD 1995-0091, Rev No. 28, 06/19/2013 Bid/Pricing Schedule SF 1449 RFP for Packing, Containerization, and Local Drayage of Direct Procurement Method (DPM) Personal Property Shipments. WD 1995-0378, Rev No. 32, 06/19/2013 Quality Assurance Surveillance Plan (QASP) WD 1996-0266, Rev No. 26, 06/19/2013 Performance Work Statement for Packing, Containerization, and Local Drayage of DPM of Personal Property Shipments WD 1995-0573, Rev No. 28, 06/19/2013 Travis AFB, CA, intends to procure services for packing, containerization, and local drayage of Direct Procurement Method (DPM) Personal Property Shipments services at Travis AFB, California, in accordance with the Performance Work Statement. The contractor shall furnish all labor, tools, materials, transportation, and other items and services necessary to provide services. Period of performance is 1 Oct 13 through 30 Sep 14, with four (4) option years. Complete details of services, evaluation factors, and the performance work statement (PWS) are included in the Request for Proposal (RFP) and documents attached. This requirement is a total 100% small business set aside. The North American Industry Classification System (NAICS) code of 484210 and the related size standard is $25.5 million. Award shall be made based upon best value to the government in accordance with FAR 52.212-2 Evaluation of Commercial Items. The government reserves the right to award a contract to other than the low offeror and to make two separate awards to two separate offerors. The government will not provide paper copies of the solicitation package. Facsimile, telephone, written and/or email requests for the solicitation package will not be honored. HARD COPIES OF THE SOLICITATION WILL NOT BE ISSUED FOR ANY REASON. Prospective offerors who download the solicitation are responsible to submit their company name, address, phone number, fax number, email, point of contact, DUNS number, and business classification to contract specialist Michele Agee Long, phone (707) 424-7747, fax (707) 424-0288, or email jomichele.agee_long.1@us.af.mil. All responsible sources may submit a proposal which shall be considered by the government. Prospective offerors must have a CAGE code, and be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM, and complete FAR 52.212-3 Offeror Representation and Certifications Commercial Items at http://orca.bpn.gov in order to be eligible for contract award. Proposals will be accepted via e-mail, submitted to jomichele.agee_long.1@us.af.mil, or when hand carried; when hand-carried, proposals must be deposited in the bid depository located at the 60th Contracting Squadron, 350 Hangar Avenue, Bldg 549, Travis AFB, CA. The closing date for receipt of offers is 6 Sep 13, 4:30 p.m., Pacific Standard Time. NOTE: This notice does not obligate the government to award a contract, nor does it restrict the government in its ultimate acquisition approach or obligate the government to pay for proposal preparation costs. The government reserves the right to cancel the solicitation, whether before or after RFP closing, with no obligations to offerors by the government.
