- Notice of Proposed Contract Action The Internal Revenue Service (IRS) Midstates Area Procurement Office intends to issue a purchase order on a sole source basis to Bureau Van Dijk Electronic Publishing, Inc. for database access to Orbit and Transfer Pricing Catalyst Royalty Module, ORBIS, royalty agreement data, and OSIRIS database access and database for access to royalty rates and records from actual intellectual property licenses. The North American Industry Classification System (NAICS) Code is 541511 and the small business size standard is $25.5 m. Bureau Van Dijk Electronic Publishing, Inc. is the only vendor able to provide the quality and scope of the data required by the IRS at this time. The contract covers a one year period, with a period of performance from September 28, 2013 through September 27, 2014. The Government intends to solicit and award with one source under the authority of FAR 6.302-1. This notice is neither a request for proposals nor a solicitation of offers. Any other interested organizations must submit a written statement of their capabilities and qualifications to fulfill this requirement to the identified point of contact as soon as possible, but not later than 10:00 am (CST) 3 days after the date of this announcement. Faxed and e-mailed statements are acceptable, but the senders bear full responsibility to ensure complete transmission and timely receipt.
