Description
The U.S. Department of Commerce, NOAA and the National Weather Service (NWS) intend to purchase 15 each of LEDWI Microprocessor Unit (MPU) Module with Firmware 364, Optical Scientific Inc. (OSI) P/N 1103-214, NSN: 5998-01-368-4596; ASN: S100-2MT2A1A1A3. These items are specifically manufactured by OSI for the Automated Surface Observing System (ASOS). OSI is the only responsible source to perform this work since they are the company that designed and built all of the LEDWI MPU Boards (microprocessor boards) part number 1103-214. They retain the only stock of repair parts and drawings for the end item. OSI also retains the engineers and technicians who designed the LEDWI MPU Boards, thus reducing the time to manufacture the end item. The LEDWI MPU Boards are a proprietary part manufactured by OSI, and is the only part that is approved for this sensor. Any redesign and remanufacturing costs could not be recovered by using competitive processes. The use of another manufacturer's part may not work due the uniqueness of the end item being replaced. An attempt to reproduce these items from another source other than OSI would require that the Government re-qualify the parts at a considerable cost to the Government whose cost savings could not be recovered through open competition. Therefore, it is recommended to purchase the item by part number. This item is being purchased for the National Weather Service (NWS), to be delivered to the National Logistics Support Center, Kansas City, MO. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures. The Government intends to solicit and negotiate with only one known source under the authority of FAR 13.106-1(b). However, all proposals received will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to OSI, whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide this product. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified microprocessor board or a microprocessor board that provides the same fit, form and function as that specified. Any responses that provide for each part other than that specified must be accompanied by descriptive literature and certified test results that show it meets the same form, fit and function of the part number specified (P/N 1103-214). Also include the name, telephone number, and point of contact for businesses or other Government agency to which it has previously provided the item.
