- Issued By: National Cancer Institute (NCI), Office of Acquisitions (OA) http://www.nci.nih.gov or http://rcb.cancer.gov/rcb-internet/ Key Dates: Capability Statement Due Date: August 13, 2013 by 4:00PM EST This Small Business Sources Sought Notice (SBSS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this Sources Sought Notice is to identify qualified concerns including 8(a), HUBZone or Service-Disabled Veteran-owned businesses that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned North American Industry Classification System (NAICS) code 541990 with a size standard of $14.0M is being considered. As a result of this Sources Sought Notice, the NCI may issue a Request for Quotation (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought Notice or the NCI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The Health Behaviors Research Branch (HBRB) supports research on cancer prevention behaviors and outcomes, which includes diet, physical activity, sedentary behavior, energy balance, obesity, sun safety and indoor tanning, genetic influences on behaviors and virus exposure. It provides leadership in these areas by focusing research on effective multi-level influences and approaches to individual, relational, environmental, and community-based interventions. The Classification of Laws Associated with School Students (CLASS) was created as a resource and research tool to track the strength of state laws governing the school nutrition and physical education/activity environment. However, five new variables were added to the Policy Classification Systems, 2010 data is currently publically available, and coding is in progress for the 2012 policy data year. Work is needed to complete annual empirical policy coding to keep CLASS up to date with current law and compatible with other policy analysis approaches; to develop peer-reviewed publications of multilevel data analyses linking CLASS to other data sources in order to evaluate the effect of state policy on district, school, and individual behavior; and to create content for summary reports (e.g., CLASS BRIEFS) of CLASS publications and data analyses to further disseminate information to scientific and nonscientific audiences. Brief reports and similar data analytic summaries suitable for the posting on CLASS website are needed to further the use and impact of the CLASS database. To be deemed capable of providing the current need for the services the offeror must submit a written capability statement. The contractor shall provide CLASS policy coding and data analytic activities, write and submit for peer-review a scientific manuscript linking CLASS in multi-level analysis to other local or individual-level databases, and offer scientific opinion regarding methods to further disseminate CLASS data, publications, and resources. The contractor shall provide scientific support on tasks relevant to the CLASS policy classification systems and supporting documentation. The contractor shall provide analysis regarding new items or revisions to existing coding schemes to consider based on changes in states' school related physical education and nutrition laws. The contractor shall provide the following in the base year of the contract: • For the 2013 calendar-year ending December 31, identify and analyze physical education (PE) and nutrition-related statutes, regulations and all codified law at the state level relevant to the policy areas established in the CLASS and apply scoring codes according to criteria and decision rules established in the CLASS policy classification systems for school nutrition and physical education. The contractor shall use both LexisNexis and Westlaw legal data bases for identification of codified law. • Supply a database, in SPSS and EXCEL formats and an accompanying codebook, with CLASS policy scores by year and state inclusive of CLASS scores from the current coding year. Existing scores from prior years shall also be incorporated into the database. Additional database fields will include a citation index identifying the statutes and regulations used to derive the policy area score, a notation for effective date if policy is to take effect in a future coding year, and a change field denoting edits to scores for prior years. • Supply a coding methodology report of documenting inter-rater reliability, and per approval of NCI Contracting Officer's Representative (COR), the creation or editing of decision rules and rationale, or changes to law identification or scoring procedures. • Provide a data analytic plan for the conduct of one multi-level analysis linking CLASS data with behavioral and policy-relevant outcomes at the district, school, or individual level from an identified data source (e.g., national surveys or data repositories). • Deriving from the research activities listed above, conduct data analysis and write manuscript for submission to a peer-reviewed journal. • Provide a synthesis of the submitted peer reviewed manuscript in a format compatible with CLASS BRIEFs (http://class.cancer.gov/briefs.aspx) suitable for general audience. The contractor shall provide the following deliverables in each option year: • As is necessary to refine CLASS scores due to identification of new codified law updates in LexisNexis or Westlaw legal databases for the prior year, provide a report detailing changes applicable to CLASS coding conducted in the prior year. • Supply a database, in SPSS and EXCEL formats, with an accompanying codebook, with CLASS policy scores, according to criteria and decision rules established in the CLASS policy classification systems for school nutrition and physical education. The database shall be formatted by year and state inclusive of CLASS scores from the current coding year (ending December 31). Existing scores from prior years shall also be incorporated into the database. Additional database fields will include a citation index identifying the statutes and regulations used to derive the policy area score, a notation for effective date (if policy is to take effect in a future coding year), and a change field denoting edits to scores for prior years. The data source for the policy coding shall be each state's codified law relevant to physical education- and school nutrition including all statutes and regulations at the state level relevant to the policy areas established in the CLASS. Estimated completion: 12 months after contract is awarded. • Supply a coding methodology report documenting reliability and validity, and per approval of NCI Contracting Officer's Representative (COR), the creation or editing of decision rules and rationale, or changes to law identification or scoring procedures. Estimated completion: 12 months after contract is awarded. • Develop a document describing a data analytic plan for one multi-level analyses linking CLASS data (one analytic plan for CLASS Nutrition and PE data) with policy-relevant outcomes from data sources as described (e.g., national surveys or data repositories described in #1 above). Estimated completion: 6 months after contract is awarded for data analytic plans. • Conduct a multi-level analysis using CLASS data (i.e., using either Nutrition or PE data) and develop a summary and discussion of the results suitable for publication in the appropriate scientific format. Estimated completion: 10 months after contract is awarded. • Provide written content, and as necessary, accompanying charts and figures suitable for a two page brief report of the completed CLASS data analyses. Estimated completion: 12 months after contract is awarded. PERIOD OF PERFORMANCE: The period of performance shall be for 12 months from date of award with 3 - one year option periods. How to Submit a Response: 1. Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 10 single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details the ability to perform the requirements of the notice described above. All proprietary information should be marked as such. Responses should include a minimum of a one page resume of the individuals meeting the requirements, and up to two pages demonstrating experience over the past two years meeting the requirements of this notice. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferable placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. 2. Due Date: Capability statements are due no later than 11:00 a.m. EST on August 13, 2013. 3. Delivery Point: All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the unique specifications described herein. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
