- Statement of work HVAC Dallas Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and proposals are being requested. Solicitation number HSSS01-13-R-0057 is issued as Request for Proposals (RFP) for the installation of a new HVAC system to support the United States Secret Service (USSS) security room in Dallas, TX. The Government intends to award a competitive commercial fixed priced type contract for the US Secret Service. This solicitation is a 100% set-aside for Small Business. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-36. The NAICS code is 238220 - Plumbing, Heating and Air Conditioning Contractors, and the small business size standard is $14 million. The requirement is to install a total replacement HVAC system to support the United States Secret Service (USSS) security room at the Security Room, Dallas, TX. See attached Statement of Objectives. The contract is intended to be awarded on or before September 13, 2013. Award will be made on a best value basis. If a site visit is needed, it will be held TBD. To participate, eligible firms must be registered as a Small Business in Central Contractor Registration (CCR) within the NAICS code referenced herein. All prospective offerors interested in submitting an offer must have a commercial and government entity code (CAGE Code). All firms or individuals responding must be registered with the System for Award Management (SAM). Registration may be accomplished online at https://www.sam.gov. Interested vendors must also be registered in the Online Representations and Certifications Application (ORCA) database, https://orca.bpn.gov/. Prior to the site visit, interested vendors (1) must submit proof of SAM registration, i.e. provide Dun & Bradstreet Number (DUNS), (2) complete a non-disclosure agreement for individual(s) to attend the site visit, and (3) complete the contractor access form. All forms shall be returned to the Procurement Division (PRO), Attn: Linda McAdams at email address linda.mcadams@usss.dhs.gov no later than TBD. Please call Linda McAdams @ 202-406-6788 to confirm receipt of by PRO if no response is received within one hour of your email transmittal. PRO will forward information pertaining to the site visit (address, time, site visit protocol) to the eligible firm(s). Firms are responsible for all costs associated with the site visit. Interested vendors must be U.S. citizens (green cards are not accepted) and non-felons. Contractor personnel proposed to work under this contract shall be U.S. citizens (green cards are not accepted) and non-felons. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. All offerors shall view the attached solicitation for instructions on submitting a proposal. Receipt of proposals will be due no later than five (5) days after site visit by 3:00pm (EST) and sent via email to linda.mcadams@usss.dhs.gov. Hard copy or faxed proposals will not be accepted. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government shall not reimburse respondents for any costs associated with submission of information or reimburse expenses incurred by interested parties for responses to this notice.
