- PR: 0047005154 NSN: 5962-01-477-1974 MICROCIRCUIT,DIGITAL Traceability documentation in accordance with DLAD clause 52.211-9014 applies. This item requires Deoxyribonucleic Acid (DNA) marking. Only DLA trusted sources that agree to DNA mark Federal Supply Classification (FSC) 5962 Electronic Microcircuits IAW DLAD 52.211-9074 are eligible to receive an award. DLA will only award contracts to trusted sources for FSC 5962. Trusted sources are defined as either an Original Component Manufacturer (OCM), a supplier on the Qualified Supplier List of Distributors (QSLD), an Original Equipment Manufacturer (OEM), an authorized distributor, a supplier on the Qualified Manufacturers List (QML), a manufacturer on the Qualified Products List (QPL), a supplier on the Qualified Testing Suppliers List (QTSL), or the manufacturer of emulated parts under DLA's GEM program. All trusted sources, except those supplying as a QTSL are required in accordance with DLAD clause 52.211-9014, Contractor Retention of Traceability Documentation to retain and provide, as requested, full traceability documentation to the Original Manufacturer for the FSC 5962 item being procured. The trusted source in line for award will be offered the opportunity to be reimbursed for the costs of the DNA marking license that must be obatined from Applied DNA Sciences. In order to be considered for reimbursement, the trusted source must obtain a Basic Ordering Agreement(BOA) by replying to solicitation number SPM7MX-13R-0095. Once a BOA isawarded, a delivery order will be issued against the BOA to reimburse the trusted source for the DNA marking license. The awardee shall provide proof of purchase of the DNA marking license within the time frame listed in the delivery order. Reimbursement shall be based on Applied DNA Science's preferred price list for DLA suppliers. THE CITED SPECIFICATION IS A STANDARD MICROCIRCUIT DRAWING (SMD). THE CITED SMD AND THE CURRENT LIST OF APPROVED SOURCE(S) OF SUPPLY MAY BE OBTAINED BY ACCESSING WEB SITE: WWW.DSCC.DLA.MIL/PROGRAMS/SMCR/ THE APPROVED SOURCE(S) OF SUPPLY LISTED AT THIS WEB SITE SUPERSEDES THE APPROVED SOURCE(S) OF SUPPLY LISTED ON THE SMD.. ACQUISITION OF THE PART WILL BE MADE FROM SOURCE(S) WHO QUOTE THE PART NUMBER SPECIFIED IN THE SOLICITATION AND MANUFACTURED BY THE APPROVED SOURCE(S) OF SUPPLY LISTED AT THE TIME OF AWARD. AWARDEE MUST PROVIDE TRACEABILITY DOCUMENTATION TO DSCC PER DLAD CLAUSE 52.246.9042.. OFFERS OF PART NUMBERS OR SOURCES OTHER THAN THOSE SPECIFIED IN THE SOLICITATION AND WEB SITE ARE CONSIDERED ALTERNATE OFFERS.. OFFERORS WHO ARE INTERESTED IN QUALIFYING THEIR PRODUCT FOR PURPOSE OF FUTURE ACQUISITION, MUST CONTACT DSCC-V. CONTACT MAY BE INITIATED THROUGH THE WEB SITE LISTED ABOVE. Documentation of Traceability (December 2011) Products offered under this acquisition shall be in complete compliance with the item description. Items shall be new and unused; unless former government surplus material was offered in response to the solicitation, and was evaluated and approved in accordance with DLAD 52.211-9000. Any offers of 'alternate product' shall require evaluation in accordance with DLAD 52.217-9002. If the offeror is not identified as an approved/qualified source in the item description, the offeror must submit traceability documentation to the Contracting Officer on or before the date that quotes/offers are due. The documentation can be mailed, faxed or scanned and e-mailed. The Contracting Officer may also require or consider additional evidence prior to award to establish the identity of the item and its manufacturing source. Failure to provide any required documentation within the stated timeframe may result in rejection of the offer. Traceability documentation must, at a minimum, include the following: (1) If the offeror is an authorized dealer/distributor for an approved/qualified source and for the specific item being procured: (a) The offeror must furnish one of the following: a copy of its current dealer/distributorship agreement, a letter of authorization from the approved/qualified source, or a link to the approved/qualified source's website which clearly identifies the offeror as an authorized dealer/distributor. (b) By providing this documentation, the offeror represents that the dealer/distributor relationship with the approved/qualified source applies to the item being procured. If the offeror's dealer/distributor status with the approved/qualified source changes either before or after award, the offeror will promptly notify the contracting officer. (2) If the offeror is not an authorized dealer/distributor for an approved/qualified source the offeror must provide the following: (a) If offered item(s) are "not in stock/not currently owned by the offeror" or "not yet manufactured": The offeror must furnish a verifiable quotation from the approved/qualified source to the offeror or from an authorized dealer/distributor to the offeror. The quote must include the approved/qualified source#s part number (or Mil Spec Type Designation), quantity sufficient to satisfy the solicitation requirement, the unit price quoted by the approved source, or by the authorized dealer/distributor for the approved source, the date of the quotation; and the name and phone number of the representative of the approved source, or of the authorized dealer/distributor for the approved source. The quotation must either be on letter head from the approved/qualified source or an authorized dealer distributor to the offeror, or an electronic quote clearly identifiable as coming from the approved/qualified source or authorized dealer/distributor to the offeror. If the products will be obtained from an authorized dealer/distributor, the information described in (1) must be provided to establish the authorized dealer/distributor arrangement. (b) If offered item(s) are "shipped" or "in stock/currently owned by the offeror", the offeror must furnish one of the following documents: (i) The invoice from the approved/qualified source or an authorized dealer/distributor to the offeror, or the packing slip which accompanied shipment from the approved/qualified source or authorized dealer/distributor to the offeror. The document must be dated and include the following elements: name and address of the approved/qualified source; the approved/qualified part number (or Mil Spec Type Designation); quantity sufficient to satisfy the solicitation requirement, unit price charged by the approved source, or by the authorized dealer/distributor for the approved source; the offeror's name and address, and the name and phone number of the representative of the approved source, or of the authorized dealer/distributor for the approved source. If the products were obtained from an authorized dealer/distributor, the information described in (1) must be provided to establish the authorized dealer/distributor arrangement. (ii) In addition, if MIL-M-38510, MIL-PRF-38534, MIL-PRF-38535, or MIL-PRF-19500 applies, the offeror must provide a copy of the Certificate of Conformance required by the specification. Note: this does not alleviate the requirements in the DLAD clause 52.246-9042, Documentation of Traceability - QPL/QML Integrated Circuits, Hybrid Microcircuits, and Semiconductor Devices. (3) If the products to be furnished are not obtained directly from an approved/qualified source or an authorized dealer/distributor of an approved/qualified source, the offeror must provide the documentation described in (2) establishing the complete line of ownership or distribution from the approved/qualified source or an authorized dealer/distributor to the offeror. Notwithstanding any documentation provided prior to contract award, the Government reserves the right to require additional documentation attesting to the authenticity of the material at any time before or after contract delivery. MSL linear (code 3 of 9 or code 39) bar coding shall be in accordance with ISO/IEC 16388. Shipping label stock quality shall meet MIL-PRF-61002. Bar code print quality shall meet ANSI MH10.8-2000 or ANSI X3.182-1990 (R2000) for applicable 2D and/or linear bar codes. All DVD shipments shall meet additional linear bar coding requirements in DLAD 52.211-9010(C). Except for the Transportation Control Number (TCN), which must always be present on the Military Shipping Label, when the contract/order omits any other data elements as defined in MIL-STD-129P and if the information is not available from the Administrative Contracting Office, then the field is not required as part of the Military Shipping Label and may be left blank.
