- FALCON New Requirements Outline SOURCES SOUGHT NOTICE BACHGROUND: The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ) is issuing a sources sought notice pursuant to the Federal Acquisition Regulation (FAR) Part 10 - Market Research. This notice is to determine the availability of vendors capable of providing the additional supplies and services necessary to maintain the efficiency of the existing FALCON Operations and Maintenance (O&M) Support Services task order in accordance with the attached FALCON New Requirements Outline document. REQUIREMENTS: ICE has a requirement to maintain the performance level of its existing FALCON data search and analysis system when accessing new data sets which are up to ten times as large as the aggregate of data currently ingested within FALCON. ICE is currently planning the migration of data from the Data Analysis and Research for Trade Transparency System (DARTTS), the Enforcement Integrated Database (EID), and other databases/systems into the Authoritative ICE Data Warehouse (AIDW), which will ultimately be searchable by the FALCON system. FALCON, ICE's implementation of Palantir Technologies' Gotham software, currently operates utilizing 56 server cores and is planning to acquire additional capacity/licenses to ensure there is no significant degradation of performance while searching/manipulating the added large quantities of data to be accessed remotely via the AIDW. Operations and Maintenance services in support of the additional infrastructure and server licensing is also required. Additionally, the existing FALCON front-end user interface will need to be extended consistent with product capabilities to accommodate the needs of the end users of the DARTTS set of data. The FALOCN New Requirements Outline document is provided as an attachment to this sources sought notice. ICE requires that any responses to this notice have the ability to provide the required supplies and support services as well as be compatible with the existing Palantir Gotham software under the existing ICE FALCON system. This notice is for market research and does not constitute a Request for Quote (RFQ) or a promise to issue a RFQ in the future. This notice does not commit the Government to a contract for any supplies or services. Furthermore, ICE is not seeking quotes and will not accept unsolicited quotes. Vendors are advised that the Government will not pay for any information provided or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be borne solely by the responding party. Please be advised that all submissions become Government property and will not be returned. Additionally, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Not responding to this sources sought notice does not preclude participation in any future RFQ that may be issued. It is the responsibility of all interested parties to monitor FedBizOps for updates and/or additional information pertaining to this notice. RESPONSES: Interested parties who can meet the requirements outlined in the attached FALCON New Requirements Outline document are requested to submit written capability statements, not to exceed 10 pages, outlining their capabilities via email to Harold Honegger, Contracting Officer, at harold.honegger@ice.dhs.gov or Vanessa McNair, Contract Specialist, at vanessa.p.mcnair@ice.dhs.gov no later than 12:00 PM ET on August 13, 2013. All capability statements received will be considered and evaluated solely for the purpose of determining if any vendor is capable of performing this requirement. This is not an RFQ and there is no solicitation available at this time.
