Description
COMBINED SYNOPSIS/SOLICITATION PROVIDE ALL TOOLS, MATERIALS, LABOR, AND TRAINING FOR THE INSTALLATION AND DEPLOYMENT OF AN AUTOMATED MICROBIOLOGY PROCESSOR BRAND NAME OR EQUAL TO COPAN DIAGNOSTICS WALK AWAY SPECIMEN PROCESSOR. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All Small Businesses submitting an offer must be registered on www.ccr.gov and https://orca.bpn.gov. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov ). (II) This solicitation is issued as a Request For Proposal (RFP). Submit written proposals on RFP Number VA246-13-R-1308. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. (IV) This procurement is unrestricted. The associated NAICS code is 339112. The small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial items: 1. Brand Name or Equal to Copan QTY 1 EACH Diagnostics Wasp Away Specimen Processor Manufacturer Name: Brand: Product No.: (VI) Description of requirements is as follows: Salient Characteristics: - Stand-a-lone, walk-away instrument, capable of automatically processing microbiology specimens for routine bacterial by de-capping and re-capping sample containers, inoculating broths, streaking plates, preparing a gram slide, Kirby Bauer and Id Disk application. - The Microbiology automated specimen must positively identify plated and inoculated media by automatically labeling. - The instrument must be capable of automatically processing the random continual feeding/loading of all samples to include non-homogenous specimens, urines, stools and wide mouth urine cups without the use of pallets or holders - The Microbiology automated specimen must be capable of allowing on demand continuous loading of up to 100 samples in various containers at once, under sterile and hazardous free conditions. - The Microbiology automated specimen platform must be able to work with different types of manufacture prepared culture medium, as well as, media packaging (mono-plates, bi-plates, and broths). - The Microbiology automated specimen platform must have the capacity to individually hold a minimum of four, up to nine different types of media plates totaling 120-270 plates at one time and a minimum of two broths at one time. - The Instrumentation platform must be capable of mimicking current Microbiology streaking patterns for colony count and quadrant streaking, as required and must allow for programmable streaking pattern, that may occur in the future - The Instrumentation platform must include a versatile de-capping and recapping system that automatically adjusts to different containers. - The system must be modular for future expansion for gram stainer, incubators and imaging technology. - Instrumentation platform must allow for automated sorting of plates during output, i.e. Co2 NonCo2,. c. - The Microbiology automated specimen must ensure no cross-sample contamination. - The system must be capable of continuous analysis of sample collection and accuracy. Software/Interface: The processor shall provide the following characteristics: Compatible with PLMS Laboratory Information System, through direct connect or via middleware Data Innovations. -The Microbiology automated specimen must have bi-directional LIS or HIS connectivity to identify samples and orders. - The computer shall have touch screen technical functions. - Vendor will provide technical support with LIS interfacing of the instrument that allows for bi- directional communication for specimen identification and order. - System must include an onboard QC program capable of printing/displaying all internal QC/calibrations (example: when QC is out-of-limits). Training/Inservice (Applications): - Vendor shall provide operating manual, electronically and hardcopy - The vendor shall provide on-site clinical training as well as web based courses, if available, for initial training. Installation: -Contractor shall provide complete equipment for "turn-key" operation, tools, material and labor for installation, clinical training and technical (Biomed) training necessary for the seamless implementation. -Vendor will provide the technical assistance/procedures to perform correlation studies required in the validation process as stipulated by CAP, FDA, and other regulatory bodies. - Vendor must provide Uninterrupted Power Supply (UPS) that will support the instrument for a minimum of 30 minutes during periods of electrical power failure. Service and PM: -The instrument must have clearly defined maintenance schedule during its period of warranty, with an option to extended, via purchase, a maintenance agreement. - Field engineer service support must be available within three hours of notification. All repairs must be completed within 24-hours. - A twenty-four hour/seven-day service hotline with technical support. All calls must be answered within one hour via telephone. - Service is to include all travel, parts for repair or replacement, and labor during warranty period. - Vendor will supply a new instrument if the instrument installed is out of service for more than 8 hours on (five) 5 separate occasions, or if one (1) occurrence if out of service for more than five (5) days under the warranty period. - The vendor shall provide technical training for Biomedical Engineering and provide technical support by phone 24 hours a day for urgent needs and troubleshooting. Other: - Any additional costs such as the Industrial funding fees, special shipping and handling fees must be clearly indicated in the price quote. - System shall not require supplementary cost items to operate. - Provide documentation of government facilities where this equipment is already in use. Identify references with points of contacts and telephone numbers. (VII) Required delivery 30 days ARO. Place of delivery is Richmond VA Medical Center, 1201 Broad Rock Blvd, Richmond, VA 23249. Delivery shall be FOB Destination to Richmond, Virginia. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jun, 2008), applies to this acquisition. (IX) Evaluation - This acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Subpart 15.101-2, and as supplemented by agency procedures using the Lowest Price Technically Acceptable source selection process. Technical ability will be evaluated as either Acceptable/Unacceptable, Pass/Fail, or Go/No-Go. Tradeoffs are not permitted. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (April 2011), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at https://www.sam.gov. If an offeror has not completed the annual representations and certifications electronically at the SAM website, the offeror shall complete only paragraphs (c) through (o) of this provision. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Jun, 2010), applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Apr, 2011) applies to this acquisition. The following clauses under subparagraph (b) apply: (30) 52.225-1, Buy American Act-Supplies (Feb, 2009) (41 U.S.C. 10a-10d). Questions must be received no later than 12:00 PM, August 9, 2013. (XV) Quotes are required to be received in the contracting office no later than 12:00 P.M. EST on August 12, 2013.
