- THIS SOURCES SOUGHT IS BEING ISSUED FOR PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION. RESPONSES TO THIS NOTICE ARE NOT CONSIDERED AS OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THE CALIFORNIA NATIONAL GUARD WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES RESPONDING TO THIS SOURCES SOUGHT. THE INTENT OF THIS NOTICE IS TO IDENTIFY QUALIFIED SMALL BUSINESS (SB) CONCERNS, CERTIFIED 8(A), HUBZONE, WOMAN OWNED, AND SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB) CAPABLE OF PERFORMING THE REQUIREMENTS DESCRIBED BELOW. The North American Industry Classification System (NAICS) code for this effort is 236210 and the Small Business Administration (SBA) size standard is $33.5 million. The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. USPFO for California, Purchasing and Contracting may issue a solicitation and award of a contract to quote mark Construct Phase III of the Fort Irwin Mobilization and Training Equipment Site quote mark, subject to availability of funds. The magnitude of this project is between $5 million to $10 million. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 5:00 PM PST on Monday, August 12, 2013. The Contractor will provide all labor, equipment, and supervision necessary to perform all work required in strict accordance with the contract documents. There will be some materials provided by the Government. An inventory of these materials will be provided in the solicitation. The following is a description of proposed construction: F-15 Corrosion Control Hangar/Shops The project consists of construction a new 10,600 square foot corrosion control hangar. The following is a description of proposed construction for the Base Bid (areas and quantities are approximate): 9,000 square foot high-bay maintenance dock including bi-parting hangar doors, fall arrest system, and associated shop, safety and wash equipment. Ancillary spaces include a paint booth and mixing room, lead-lined testing rooms, wet room, Gerber room and space for toilet/shower/lockers and office. The project includes all utilities such as fire sprinklers, high expansion foam system, fire alarm, retrofit fire pump motor, power, lighting, communications, HVAC, compressed air, breathing air, lightning protection, and building/aircraft grounding systems. The building construction is primarily load bearing CMU with a steel roof framing with metal deck and a SBS roof. An exterior finish and insulation system (EFIS) is installed over most of the exterior walls. The project will achieve a LEED silver certification. Optional bid items include fluid-applied flooring for the maintenance dock, fit-up of the toilet/shower/locker area and office, clerestory penthouses, and painting of the maintenance dock walls. Expand Arm/ De Arm Pad The project consists of construction of an Arm/De Arm pad for four aircraft adjacent to an active taxiway. The following is a description of proposed construction for the Base Bid (areas and quantities are approximate): Excavation and grading, concrete paving and pavement striping for a new 8,700 square yard Arm/ De Arm Pad, 6,000 square yards of new asphalt paving, paving around a new corrosion control hangar, and paving repair. Underground utilities include concrete detention basins, oil/water separator, storm water, sanitary sewer, gas, water, fire water, fire hydrants, and power. The storm water will be piped across airport property and connected to an existing 36 inch diameter storm water line. Demolition includes site clearing and grubbing, removal of canopy structures at the adjacent building, and paving removal. Optional bid items include additional concrete paving, perimeter fencing and motor-operated, bi-parting, box-framed cantilevered gate that spans a 110-foot opening. This notification, which shall not exceed five typewritten pages, must include a (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Source Sought Information Request Form ATTACHED and (3) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted. Information shall be provided via email to: amber.c.milton.mil@mail.mil, no later than 5:00 PM PST on Monday, 12 August 2013. This market research is for informational and planning purposes only. The Government will not pay any costs for responses submitted. Failure to submit all information requested may result in a contractor not being considered as an interested Small Business. All service-disabled veteran owned small businesses, certified HUB Zone small businesses, Woman Owned small businesses, and certified 8(a) small businesses are encouraged to respond. Upon review of industry response to this sources sought synopsis, the Government will determine whether set-aside acquisition in lieu of full and open competition is in the Government's best interest.
