Description
The Department of Interior (DOI), Acquisition Services Directorate (AQD) in Herndon, Virginia intends to negotiate and award a Time & Materials (T&M) type award to ESRI on behalf of the DOI, Office of Wildland Fires in order to continue the development efforts necessary to implement the fully Integrated Reporting of Wildland-Fire Information (IRWIN) system. IRWIN is a Wildland Fire Information and Technology (WIFIT) affiliated Information Technology (IT) system that is intended to develop an "end-to-end" fire reporting capability that provides an integrated and coordinated process for collecting and reporting incident/event data. Because of the complexity of the IRWIN project, five (5) to six (6) applications are scheduled for discovery or development each year for five (5) consecutive years. Over the past two (2) years, ESRI has already conducted the critical evaluation of the applications and functionality in order to complete the data analysis, designed web methods and developed code for the current systems to share data using IRWIN, documented the processes and design, held meetings with the developers and project teams for each of the first five (5) systems to be integrated. The ESRI team continued support is essential in order to provide continuous analysis, and planning support for business, functional, and design requirements definition for the required on-going discovery and development for each of the applications throughout the deployment, scheduled each year for five (5) consecutive years. This includes support in order to continue assessing the priority systems that generate fire reporting information (authoritative data sources and/or systems of record) as identified by the IRWIN project team. This is critical based on the objectives of the assessment for the remaining systems/applications to: 1) document each system's ‘readiness' for exchanging data and/or web-services with IRWIN, and 2) document how the systems currently manage and exchange the priority data elements, during the remaining deployment schedule. This follow on effort will allow for continued support from ESRI for on-site and remote consulting support to carry out the necessary analysis, design, and specification iterations (or spirals) in order to continue the on-going requirements definition for exchanging priority data elements (either as data exports or web services) between select systems and IRWIN. Iterations present progressive specificity in description and cataloging of workflow, application, data, technology, and infrastructure requirements for key IRWIN design components. Spirals may be used to prototype an IRWIN ‘dashboard' functionality, integrated GIS-based web services from an Enterprise GeoData Portal and to prototype the database and system components required to exchange data between IRWIN and select wildfire reporting systems. Team ESRI will provide on-site and remote services in order to continue to develop "best practice" IRWIN architecture designs that address the major system components and information flows between IRWIN and the priority fire reporting systems. ESRI will continue performance with regards to the design, build and maintenance of the IRWIN applications until all identified applications have moved through discovery, prototyping, development, and testing and into the production environment. AQD will use procedures that provide for issuance of the award on the basis of other than full and open competition conducted under the authority of 41 U.S.C. 253(c)(1) as implemented by Federal Acquisition Regulation Part 6.302-1, "only one responsible source and no other supply or service will satisfy agency requirements." This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
