- INTRODUCTION: THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Sequenom Inc., 3595 John Hopkins Court, San Diego, California 92121-1121 to provide the following: Procurement: 1. Sequenom MassARRAY® Liquid Handler epMotion, Product Code: 01911, Quantity: One (1). 2. Sequenom MassARRAY® Nanodispenser RS 1000, 24-pin, Product Code: 11252, Quantity: One (1). 3. Shipping and Handling, Product Code: 61400. BACKGROUND : The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), Genome Technology Branch / Molecular Genetics Section for the past 16 years have been engaged in a large collaborative study entitled FUSION, in which more than 20,000 individuals with type 2 diabetes (T2D) (and suitable controls) from Finland are being studied, using careful phenotyping of diabetes and diabetes-associated quantitative traits, and genome-wide genetic linkage and association. Large numbers of additional samples are also now available from several collaborators around the world including the Broad Institute, Diabetes Genome Initiative and the Wellcome Trust Case Control Consortium. NHGRI have developed and applied new high throughput genotyping approaches in the laboratory using the Sequenom platform, which have allowed the collection of a massive amount of data from these Finnish diabetics and their families. Following the genome wide association study (GWAS) approach, single nucleotide polymorphisms have been selected and genotyped using the Sequenom platform at NHGRI, the Broad Institute and the Wellcome Trust. DELIVERY: Delivery will be made upon award. JUSTIFICATION: The FUSION project has been using the Sequenom MassARRAY® for the SNP genotyping in DNA and quantitative allelic gene expression in T2D tissue samples since 1998. The project has developed custom database operations around the system capabilities as well as custom data analysis programs built around the unique database architecture of the MassARRAY® system. Special features of the Sequenom MassARRAY system include: • The system is capable of delivering up to 140,000 SNP genotypes a day. • Low sample quantity requirements to conserve DNA samples. (i.e. a very small amount) • The capacity to genotype up to 36 SNPs on ~20,000 samples (720,000 genotypes) in one week (i.e. a high throughput platform) • Compatible with custom quantitative genotyping protocol developed in the FUSION study to analyze allelic gene expression. • Complimentary assay design to share with collaborators • Compatibility with currently existing genotyping equipment at NHGRI/MGS • Compatibility with platform used at the Broad Institute and The Wellcome Trust • Customized database design that is incorporated into the existing MGS LIMS system Currently, only the Sequenom, Inc. MassARRAY® System is capable of meeting these requirements. The custom hardware components, computer software programs, and database systems integrated into the MGS genotyping program are unique to the Sequenom MassARRAY system. REGULATORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION: Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing and the Small Business Size Standard is 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-69 (August 1, 2013). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
