- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-13-053 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-69. The North American Industry Classification (NAICS) Code is 112990 and the business size standard is $750K. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis with Taconic Farms, Inc. - 1 Hudson City Center - Hudson, NY 12534 for the Generation (on a C57Bl/6 background) of a Constitutive Knock In of the fluorescent protein mKate2 w/optional Conditional Knock Out for Rem2 Mouse Model. The lab's mouse requirements are as follows: 1) Generation on a C57BL/6 background; 2) Conditional (Cre recombinase) KO potential by floxing (flanking LoxP sites) Rem2 exons 2 and 3; 3) Constitutive expression of the red fluorescent protein mKate2 under the control of the native Rem2 promoter. This should be accomplished with minimal alteration of the Rem2 open reading frame (ORF). Insertion of mKate2 into the ORF of exon 1 followed by a "self cleaving" 2A sequence upstream of the Rem2 ORF.; 4) Deletion of in vivo selection cassette (neomycin) using FRT/Flp methodology. The project consists of all stages of mouse model construction. The final product will be a minimum of two breeding pairs of C57BL/6 mice heterozygous for the selected mutation, carrying the Flpe Deleter transgene. To the lab's knowledge, Taconic Farms Inc., is the only company that meets the lab needs because of the given timeline and importance of the project to the lab, Taconic Farms has a proven track record of producing complex genetic mouse models on a C57BL/6 background within the proposed timeframe (within/not to exceed forty eight weeks), which is required. As well as they meet the following requirements: • Facility must be Association for Assessment and Accreditation of Laboratory Animal Care and Office of Laboratory Animal Welfare with high health animal standards • Has licenses in place to utilize the genetic fluorescent protein reporter mKate2 from Evrogen in the mouse model The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the services/products specified in this synopsis should submit a copy of their quotation to the below address or via email to robinsti@mail.nih.gov. Offers must also be accompanied by descriptive literature, delivery timeframe, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. Quotations will be due ten (10) calendar days from the publication date of this synopsis or by August 16, 2013 by 10:00am EST. via email or postal mail.
