Description

Notice of intent to award sole source procurement under the Simplified Acquisition Procedures (FAR 13) and Other Than Full and Open Competition (FAR 6.302-1). This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334512 I n accordance with FAR 6.302-1, the Government intends to negotiate a sole source contract to configure/program Johnson Controls Supervisory Controllers (Network Automation Engines) for all building sites outlined in the SOW to establish successful network connections to the GSA WAN. Some sites may require the replacement of old JCI Network Control Modules (NCM) with JCI Network Automation Engines (NAE) and the converting old databases, to include the reload into new NAE's. Once the NAE's are established at the job site locations and the Virtual Server has been upgraded, reconfiguration for migration on to the JCI Virtual Server can begin. This will involve changing IP addresses and network naming of the NAE's, to ones issued to the contractor by the GSA System Integration Division Team. Once a successful network connection of the NAE to the JCI Virtual Server is established the contractor will perform a software upgrade to the NAE to match the current release and version of the JCI Virtual Server. Upon completion of the NAE migration all previously installed and configured systems, programs, graphics, schedules, alarms, etc. are expected to function as they did prior to the install, and all historical trend data must be recovered and transferred on to the JCI Virtual Server; verification will be done during testing and verification with the GSA System Integration Division Team before GSA signs off on a successful and completed migration of the equipment. The Government believes Johnson Controls, Inc. (JCI) is the only source that will satisfy the agency requirements. The Government is contracting for this service from which JCI Inc. is the only known source. This notice of intent is not a request for competitive quotes; however, any firm that believes that it can provide the requirement above may give written notification to the Contracting Office. All inquiries and concerns must be sent by email to Jeanne.cassidy@gsa.gov. Responses to this notice must be submitted by the date/time listed on the notice. Interested sources may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date around or on 1 Sept. 2013. Response to this synopsis is not required
