Description
THIS IS ONLY THE ADVANCED NOTICE. NO RESPONSE IS REQUIRED FOR THIS ANNOUNCEMENT. THE GENERAL DESCRIPTION LISTED BELOW IS SUBJECT TO CHANGE.THE ACTUAL SOLICITATION WILL BE POSTED AFTER August 21, 2013. Work specified in the base bid section includes routine hull preparation and coating. The hull, bulwarks, stack and paddle wheels will be cleaned, repaired, prepared, and coatings applied. The affected areas are considered to be in good condition. The performance period of this contract is 120 days. Work specified in the optional bid section includes the purchase and installation of material for the paddle wheel boxes, repairs to the steel bulwarks, fore deck, bridge deck, wooden bulwarks and removal and painting or the rudder. Work performed will be conducted in compliance with all Federal, State, local statutes, and regulations. GENERAL REQUIREMENTS Contractor shall furnish the labor, materials, equipment, blocking, staging, and tools to accomplish the required tasks. The Contractor shall provide any temporary support for structures and/or equipment as required. DRYDOCK/VESSEL LIFTING FACILITIES Contractor shall provide a drydock or lifting facility with the capability to handle the vessel's displacement and hull form. Adequacy of the facility will be determined by the Contracting Officer as a part of the pre-award survey. As required, the Contractor shall submit safety and capacity information of the facility to the Contracting Officer. TRANSPORTATION AND DELIVERY Contractor shall provide a minimum of two (2) tugs to transport the historic vessel Eppleton Hall to and from the Contractor's facility. The Contractor shall notify the Contracting Officer two (2) weeks prior to the intended day desired to shift the vessel to and from Hyde Street Pier. HAUL OUT AND BLOCKING Contractor shall lift the historic vessel Eppleton Hall out of the water using a standard drydock facility or lift platform technology. The use of travel lift or a crane is unacceptable. Any blocking or shoring shall be shifted to accommodate coatings and repairs to obscured surfaces. COR must be present for haul out and blocking. TEMPORARY SERVICES Contractor shall furnish all labor, equipment and materials to provide temporary services, security and fire protection while the Eppleton Hall is located at the Contractor's facility. BOTTOM CLEANING, DRAINING AND INSPECTION: Contractor shall provide labor, material and equipment to clean all marine growth and loose coating materials from the hull starting from the waterline to the keel bottom. The Contractor shall drain the bilges prior to painting the bottom. REPLACE SACRIFICIAL ZINC ANODES The intent of this item is to have the Contractor provide all labor, equipment and materials to remove the six (6) existing zinc anodes. Contractor shall install new zincs on the hull where the old zincs were. New studs and nuts shall be used to install the new zincs. SURFACE PREPARATION AND COATINGS: The Contractor shall provide the labor, material and equipment to prepare and coat the exterior of the hull and smoke stack. The intent of this work item is to clean, prepare and coat the body and appurtenances of the ship from the bottom of the keel to the top of the bulwark; to include the caprail, paddlewheels and smoke stack. Coating of the topsides, (hull above waterline), and smoke stack sections shall also include duplicating the exact color scheme, lettering, numbering and established paint lines. The paddlewheels shall be considered a component of the underwater hull. OPTIONAL BID ITEMS The work specified here includes optional items that may be awarded by the Government pending the results of inspections and availability of funding. The work includes removal of the mast and rudder, wood replacement of; sponson decks, paddlebox sheathing and sides, decking over the port and starboard lockers, repairs to the steel bulwarks, repairs to the steel decks, replacement of the wooden foredeck and installation of the wooden forward bulwark sections and bits.
