Description
Notice of intent to award sole source procurement under the Simplified Acquisition Procedures (FAR 13) and Other Than Full and Open Competition (FAR 6.302-1). This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 238990 In accordance with FAR 6.302-1, the General Services Administration (GSA) intends to negotiate a sole source contract to establish network connections for Siemens Building Automation Systems to General Services Administration Wide Area Network. The contractor shall provide all professional services required to configure / program the Siemens Supervisory Controllers for all building sites outlined to establish successful network connections to the GSA WAN. Contractor will be responsible for setting up the Virtual Server on the GSA network with Workstation and vendor specific application software, as well as reconfiguration for migration of the Supervisory Controllers on to the Siemens Virtual Server. This will involve the changing of the IP addresses and network naming of the Supervisory Controllers, to ones issued to the contractor by the GSA System Integration Division Team. If a Virtual Server can not be established then individual servers will need to be established for each of the building sites. Installations & upgrades may need to be performed to make the Building Automation Systems for these building sites Web based. This may also involve converting old database and reloading it into the new Siemens Building Automation System. Upon completion of the migration all previously installed and configured systems, programs, graphics, schedules, Alarms, etc. are expected to function as they once did and all historical trend data must be recovered and transferred on to the Virtual Server. The contractor will create building specific access levels so operators will only be able to view and make changes to their own building sites. GSA believes Siemens is the only source that will satisfy the agency requirements. This notice of intent is not a request for competitive quotes; however, any firm that believes that it can provide the requirement above may give written notification to the Contracting Office. All inquiries and concerns must be sent by email to Jeanne.cassidy@gsa.gov. Responses to this notice must be submitted by the date/time listed on the notice. Interested sources may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date around or on 1 Sept. 2013. Response to this synopsis is not required
