- The Centers for Disease Control and Prevention intends to award a sole source fixed price purchase order to the Harvard School of Public Health in Boston, MA, for the purchase of research into exposure to nanoparticles from printers. The National Institute for Occupational Safety and Health (NIOSH) requires contractor assistance to continue the work required by an Interagency Agreement between the Consumer Product Safety Commission (CPSC) and NIOSH to evaluate this issue. The Consumer Product Safety Commission (CPSC) is concerned that computer printers use will expose individuals to nanoparticles. CPSC activated an Interagency Agreement with NIOSH to evaluate this issue. NIOSH contracted with Harvard School of Public Health to construct a printer generator system, characterize particles generated, and evaluate in vitro bioactivity (Phase I in FY12). Phase II, using FY 13 funds, will be to evaluate pulmonary toxicity of these printer particles in a mouse model. Harvard is uniquely capable of conducting this study due to the construction of a unique generative and characterization system for printer particles developed in Phase I. Specifically, the following are required: 1. collect and characterize particles generated from selected printers; 2. expose mice by aspiration to printer particles; 3. determine dose-response and time course of pulmonary responses; 4. evaluate the pulmonary responses to inhalation exposure to these particles; 5. analysis of data. 6. Prepare detailed final report which includes, among other things, a) the method used to generate, collect and analyze the concentration, size-distribution, and metal content of the generated printer particles and b) the time course and dose dependence of inflammatory and damage responses of the lung to printer particle exposure using a mouse model This procurement action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Award will be made using Simplified Acquisition Procedures found in FAR Part 13. The NAICS code for this action is 541712 and the small business size standard is 500 employees. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov, (formerly known as Central Contractor Registry (CCR) www.ccr.gov), prior to an award of a federal contract. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
