- Description
- The Northern Facilities Construction CMT of the United States Postal Service is soliciting proposals to replace two cooling towers, install and calibrate variable frequency speed drives, upgrade BAS system, and other HVAC repairs and replacements at the USPS Annex, 560 Huyler Street, South Hackensack, Bergen County, New Jersey. Estimated cost of the work is between $1,500,000 and $2,500,000 with construction completion no later than two hundred forty (240) calendar days after receipt of the Notice to Proceed. There will be a pre-proposal meeting for this project on August 20, 2013, at 10:00 a.m., on site. Attendance is not mandatory but is strongly recommended. On-site visits may be arranged by contacting Anthony LoPrinzo, Postmaster, at (201) 375-4434. As part of the evaluation process, all offerors MUST SUBMIT a COMPANY HEALTH & SAFETY PLAN. Prior to award, the successful contractor will be required to submit a PROJECT SPECIFIC SAFETY PLAN acceptable to the USPS Contracting Officer. Since construction time will exceed sixty (60) days, contractor is bound by USPS Contractor's Screening Requirements. In accordance with USPS contracting requirements, awards exceeding $1,000,000 require successful contractors to submit a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan before a Notice to Proceed (NTP) is issued and a quarterly web-based SMWOB report after issuance of NTP. The successful offeror will be required to submit a project specific Management Plan. MINIMUM REQUIREMENTS: Minimum Years in Business: Company must show proof they have been in the construction business for a minimum of five (5) consecutive years. Prior Experience: Contractor must provide examples of two comparable HVAC upgrade projects in an occupied commercial / manufacturing type building within the past five years between $750K and over. Issuance of Notice of Award and Notice to Proceed is predicated on available funding for the project commencement. The U. S. Postal Service is not responsible for any costs incurred during the proposal process if the project is not awarded for any reason. HOW TO PARTICIPATE IN THE OPPORTUNITY All proposals must be submitted in USPS eSourcing Emptoris. USPS eSourcing Emptoris is a web-based electronic solicitation that automates, standardizes, and streamlines the sourcing process. Once a supplier completes the registration process, the Postal Service will review the entry within three (3) business days to ensure it is complete and accurate. Upon approval, the supplier will be notified via e-mail of their log-in credentials. Separate electronic messages will be sent inviting them to participate in the solicitation and notifying registrants when the event is opened. Organizations can register at any time. However, it is recommended that prospective offerors complete their registration prior to August 20, 2013 at 11:59 PM (EST). Each organization must "accept" the Invitation in order to place a proposal in Emptoris. Any required documentation may be attached to your proposal after submitting total dollar amount of proposal in Emptoris. CLOSING TIME WILL NOT BE EXTENDED DUE TO OPERATOR INABILITY WITHIN EMPTORIS.
