Description
NIST Spectral 11 Database Vendors RFQ NB643050-13-01729 The Department of Commerce, National Institute of Standards and Technology (NIST), Materials Measurement Science Division (MMSD) has a requirement for a direct analysis real time mass spectrometer. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6- STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-68. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516- Analytical Laboratory Instrument Manufacturing. This is an unrestricted competition and all responsible offerors may submit a quotation. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to eric.bubar@nist.gov. Questions should be received no later than 7 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) BACKGROUND The National Institute of Standards and Technology's Materials Measurement Science Division (MMSD) provides the measurement science, measurement standards, and measurement technology required to enable world-leading characterization of materials in support of the nation's needs for the determination of the composition, structure, and properties of materials. In partnership with U.S. industry, government agencies and other stakeholders, the Division develops state-of-the-art instrumentation, methods, models and software to accurately and precisely measure materials over a range of length and time scales. The Division provides benchmarking and validation of emerging materials analysis methods, and disseminates reference materials, standards and scientific data to foster innovation and advance a wide range of technologies, such as those for public safety, forensics, homeland security and nanomanufacturing. The Analytical Microscopy Group (AMG) within the MMSD conducts research on the chemical and structural properties of matter by applying various ion and photon based microscopies whose resolution range from micrometers to nanometers providing spatially resolved elemental, isotopic and molecular information. The AMG also applies analytical microscopy methods to problems in materials science, semiconductor technology, bioscience, environmental science, and homeland security. In order to meet its mission requirements, the NIST AMG requires a research-grade analytical instrument capable of advanced analytical methods and measurement capabilities for explosives and narcotics in supporting our forensic and homeland security programs.
