- Name Brand Justification This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, NB686000-13-05125 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-67. (iv) This solicitation is a 100% small business set-aside. NAICS Code is 423690, Small business size standard is 500 employees. (v) This combined synopsis/solicitation is for the following commercial item(s): 0001: Agilent Technologies 86100D Infiniium DCA-X Oscilloscope Mainframe - 86100D-092 Internal hard drive (default option); 86100D-ETR Enhanced trigger, 13 GHz BW, pattern and module trigger; 86100D-GPI GPIB Card Interface-Installed; DSOX3000-555 Oscilloscope, 4 - channel 350 MHz; R-51B-001-5C Warranty Assurance Plan - 5 years. Qty 1 each. 0002: Agilent Technologies 86112A 20 GHz Dual Channel Electrical module - with R-51B-001-5C Warranty Assurance Plan - 5 years. Qty 1each. 0003: Agilent Technologies 86118A 70 GHz dual electrical module with remote sampling head (2 m cable) - 86118A-101 Two 1.85 mm M/M connector savers/adapters - 86118A-H02 Add 1mm (female) test port connector; 86118A-H01 Less than 65 ps skew between the 2 channels and alignment capability within 150 ps; R-51B-001-5C Warranty Assurance Plan - 5 years. Qty 1 each. (vi) Description of requirements for the items to be acquired: This is a name brand requirement for products manufactured by Agilent Technologies. Name brand justification is attached. (vii) FOB Destination for delivery to National Institute of Standards and Technology, Div 686.01, Attn: Paul Hale. 325 Broadway, Boulder, CO 80305. (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. All offers must include shipping FOB Destination. (ix) FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a fixed price purchase order to the lowest priced, technically acceptable offer. Technical acceptability will be determined based on meeting the exact specifications for the required equipment. (x) The offeror must have completed the Online Representations and Certifications Application (ORCA) which is the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. Reps and certs must be uploaded to the System for Award Management at www.sam.gov. (xi) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items applies to this acquisition. Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are b(4), b(6), b(12)(ii), b(26), b(27), b(28), b(29), b(31), b(38), b(40)(iii), b(42), b(48).
