- The U. S. Department of Commerce, NOAA intends to solicit for purchase of 5 each, Hipotronics, Inc. Automatic Liquid Dielectric Tester P/N OC60D and Test Cell Model No. TCDE (Green w/Flat Electrode) NSN: 6625-01-455-2312; ASN: T434A. This item is used to measure the breakdown voltage electrical insulating oils. The item is used to maintain the WSR-88D weather surveillance radars, commonly known as NEXRAD. NEXRAD is a joint program that involves the Department of Commerce (National Weather Service (NWS)), Department of Defense (DOD), and Department of Transportation (Federal Aviation Administration (FAA)). This equipment has been approved for NEXRAD by the National Weather Service Radar Operations Center (ROC). In order to gain the most benefit from the shared resources of the three agencies, like support equipment must be used at all sites. A minimum of 200 for the above items have been purchased and issued to the NWS, DOD, and FAA NEXRAD sites. The equipment is being used at the NWS/Training Center to train maintenance personnel. To train using other than above equipment would require additional course material and classroom time. The equipment will also be described in the published NEXRAD maintenance procedures. These manuals are distributed to all NEXRAD sites for the above agencies. These items will be delivered to the National Logistics Support Center located in Kansas City, MO. The Government intends to solicit and negotiate with only one known source under the authority of FAR 13.106-1(b). The company is Hipotronics, Inc. However, all proposals received within 10 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Hipotronics, Inc., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide this product. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified coupling or a coupling that provides the same fit, form and function as that specified. Any responses that provide for a part other than that specified must be accompanied by descriptive literature and certified test results that show it meets the same form, fit and function of the part number specified (P/N OC60D/TCDE). Also include the name, telephone number, and point of contact for businesses or other Government agency to which it has previously provided the item.
