- Statement of Work In accordance with FAR 5.101(a)(1) and 5.201, this is a notice of intent to award a sole-source contract, and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Chief Procurement Office (OCPO), Acquisition Operations Division, Preparedness Branch, 16825 S. Seton Avenue, Emmitsburg, MD, 21727-8998, intends to award a sole-source contract to the National Governors Association for Best Practices (NGA Center), to manage the Governors Homeland Security Advisory Council (GHSAC). The Council serves as a forum through which state homeland security advisors can share information and expertise, discuss priorities, and collaborate on strategic planning to address all hazards and threats facing the states. The NGA Center is the nation's only dedicated organization for governors and their key policy staff to develop and implement innovative solutions to challenges of developing sound and coordinated homeland security policy. The contractor shall provide a level of coordinated input and subject matter expertise for a number of homeland security issues, which include intelligence sharing, state homeland security organization, structures and governance, interoperable communications, public safety broadband, critical infrastructure protection, and core capabilities. The contractor will as requested also provide direct technical assistance to individual governors' offices on a variety of homeland security policy areas, and provide association representation to a number of national policy committees and advisory boards. The NGA Center is the only organization that can fulfill the core capabilities that require the unique and specialized combination of marketplace organization associations and relationships, subject matter expertise, tactical acumen, and national scope and presence to bring together the perspectives, knowledge, and resources of the governors' homeland security advisors. The NGA Center is the nation's only dedicated organization for governors and their key policy staff to develop and implement innovative solutions to challenges of developing sound and coordinated homeland security policy. As a result of the above capabilities, the NGA Center currently has all the pre-existing relationships/associations unique to this effort already in place. The NGA Center formed the GHSAC to provide an organizational structure through which the homeland security advisors from each state, territory, and the District of Columbia can discuss homeland security issues, share information and expertise, and keep governors informed about issues affecting homeland security policies in the states. For the continuation of this support, FEMA OCPO intends to award a contract to the NGA Center having a (1) year performance period. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government, and information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government/FEMA will not be responsible for paying for any of the costs incurred and associated with the development of any responses submitted to this posting. The North American Industry Classification System Code (NAICS) is 541611.
