- Synopsis: The Department of Commerce, NOAA, National Weather Service (NWS), Office of Operational Systems intends to negotiate, on sole source basis, under authority of Federal Acquisition Regulation (FAR) Subpart 6.302 Other Than Full and Open Competition, with Learning Tree International. NWS Office of Operational Systems IT Security program support requirements mandated by The FISMA (Public Law 107-347) and the Office of Management and Budget (OMB) Circular A-130 Appendix III. The primary goal of this support is to improve program efficiency and effectiveness by providing prompt, reliable and high quality information security solutions. The NWS Office of Operational Systems IT Security program is responsible for implementing a sound IT Security Program within the Office of Operational Systems ensuring that IT security program objectives of the Federal Information Security Management Act (FISMA) are achieved. In Accordance with Department of Commerce (DOC) policy for mandatory training and/or professional certification, NWS Office of Operational Systems Information System Security Officers are required to obtain and maintain professional certification. DOC personnel who successfully complete and maintain a role related, role approved professional certification are considered to have appropriately demonstrated their baseline knowledge necessary to perform the functions of their assigned significant role. Personnel in significant roles who have not met certification requirements must meet with their supervisors to establish a development plan leading to successful accomplishment of a role-related, role-approved professional certification for individuals with significant information system security responsibilities. This purchase is to provide the necessary training for ISSOs within OOS to initially obtain DOC recognized role-related and role approved professional certification. The Office of Operational Systems have selected the CompTIA Security+® Certification Exam Prep • Learning Tree Course Number 446 to be delivered by Learning Tree International via vouchers, in an effort to meet the DOC requirement. Learning Tree International provides quality in-depth instruction of the subject matter and has premier programs (Live Online Anywhere) to accommodate schedule and location constraints. The purchased voucher will be used for OOS staff members through-out the CONUS. Learning Tree International Live Online Anywhere program will provide these members the opportunity to attend course based on their schedule without the travel cost and commitment, saving the federal government thousands of dollars in travel and lodging cost. Moreover Learning Tree International offers after class resources for attendee whom completed their instructions. To keep the student current within the field, Learning Tree Alumni members will have access to Instructor Blogs, additional materials and latest information within the desired subject areas. OOS members selected to receive these vouchers will continue to have support from the vendor beyond the classroom. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation that reflect meeting the aforementioned requirements for ITU compliance. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion. Affirmative responses must be received within 10 days after publication of this synopsis. Information related to the potential availability of other sources that can fulfill this requirement must be received by the POC listed below no later than 5PM eastern time on Friday, August 12, 2013. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
