- TRIMBLE SSJ AUTHORITY: GSA Multiple Award Schedule Program (see FAR 8.401). OFFICE: USDA-Natural Resources Conservation Service Louisiana State Office Contracting Section 3737 Government Street Alexandria, Louisiana 71302 1. Nature and/or description of the action being approved. Purchase of Trimble GPS engineering surveying equipment for several NRCS Watershed Office in Thobodaux, Louisiana. 2. A description ofthe supplies or services required to meet the agency's needs (including the estimated value). Trimble R10, R7 GNSS RTK Rover, and accessories for NRCS Watershed Office located in Thibodaux, Louisiana. Estimated Value: $65,911.00 3. Identification of the justification rationale (see 8.405-fi(a) and (b)) and, if applicable, a demonstration ofthe proposed contractor's unique qualifications to provide the required supply or service. Existing equipment in the NRCS Watershed Offices throughout Louisiana is Trimble brand equipment. In order to efficiently provide quality timely service to NRCS Watershed customers, the purchase of Trimble brand equipment is required. Purchasing the equipment will help NRCS-Louisiana maintain interchangeability and sharing of GPS surveying equipment and personnel between Louisiana NRCS Watershed Offices. The Trimble equipment also provides superior communication functionality in the Marine environment that our Watershed crews will be working in. It will also reduce training costs and training time by having only a single brand of equipment. Purchasing another brand GPS surveying equipment for this office would mean having existing equipment that is incompatible with new equipment. Additional training costs would also result. Personnel would have to be trained on more than one brand of equipment. More training time would be required of personnel. Sharing of personnel and equipment would be limited across office lines. The resulting inefficiencies would impact the ability of the Louisiana NRCS to meet its mission. 5. A determination by the ordering activity contracting officer that the order represents the best value consistent with 8.404(d). The order Trimble equipment is determined to be the best value to the Government. 6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. Market research showed that the equipment is highly specialized with very few manufacturers/dealers (narrow market). There is very little compatibility between the different brands. 7. Any other facts supporting the justification. None. 8. A statement ofthe actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made. Competition between available brands ofthis equipment will be made when the existing equipment becomes outdated.
