Description
THIS MODIFICATION OF SOLICITATION NOTICE W58RGZ-13-R-0194 IS HEREBY ISSUED TO REOPEN THE RESPONSE TIME TO SUBMIT INFORMATION SPECIFIED IN THE ORIGINAL NOTICE. INTERESTED PARTIES WILL NOW HAVE 30 DAYS FROM THE DATE OF ISSUANCE OF THIS MODIFICATION NOTICE TO SUBMIT THE REQUESTED INFORMATION. THE CLOSING DATE IS NOW 31 AUGUST 2013. Description: A.INTRODUCTION: The US Army, Armed Scout Helicopter (ASH) Program Management Office (PMO), herein after referred to as the ASH PMO, has identified a potential need for alternative, replacement seat cushions for the OH-58D/F. The ASH PMO is seeking information from industry to determine the seat cushion alternatives available and to assist in the development and fielding of an alternative, replacement seat cushion for the OH-58D/F. Ideally, the replacement seat cushion should be a non-developmental, direct replacement seat cushion that is a commercial or military seat cushion currently available. If non-developmental seat cushions are not available, information on COTS or commercial derivative seat cushions and what developmental changes would be required to meet specification requirements is requested. This Request for Information (RFI), issued in accordance with FAR 15.201(e), is for the purpose of preliminary planning for the potential acquisition and qualification of alternative seat cushions for the OH-58D/F helicopter, and is not a Request for Proposal (RFP). A response to this notice is not an offer and no offer can be accepted by the ASH PMO to form a binding contract. Further, the Government will not be responsible for any cost incurred by respondents for furnishing this information. B.RFI OBJECTIVE AND REQUIREMENTS: The objective of this RFI is to gain information on alternative seat cushions for the OH-58D/F helicopter, including unit and replacement parts costs. Candidate seat cushions must demonstrate compliance with the requirements described in the attached Airworthiness Qualification Plan (AQP) in order to receive an Air Worthiness Release (AWR) for installation and use on the OH-58D/F. In addition to the requirements described in the AQP the seat cushions should demonstrate the ability to maintain their shape and provide continuous comfort to pilots in full body armor for up to eight hours of flight time. The seat cushion should be durable enough to maintain its resilience, shape and comfort for a 1000 flight hours of use under a weight of 250 lbs. The seat cushion should not exceed a weight of 10 lbs and should fit within the dimensions described in Exhibit D. The green dashed boxes in Exhibit D show the space available for the seat cushions and include the maximum dimensions. The bottom cushion attaches to a Velcro rectangle that has outside dimensions of 13.5 inches wide and 13 inches deep. The bottom cushion should taper from the bottom. The back cushion fits into a space that is flat in the middle with an angle on each side. Velcro is on the inner side of the angles on each side. Refer to Exhibit A for a picture of the seat bucket. The seat cushion must be able to function with the existing restraint system as seen in Exhibits B and C. Respondents can schedule a time to take more precise measurements on the aircraft through the process described in the submission instructions. C.RESPONDENT RESPONSIBILITIES: Respondents are advised that the Army/ASH PMO will not compensate responders for any information, demonstrations or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely the responsibility of the respondent. D.SUBMISSION INSTRUCTIONS: 1.Cost Information: Respondents are requested to provide estimated unit cost and pricing information for seat cushion units and replacement parts. 2.Delivery Information: Respondents should include production capability and delivery time in their response. 3.Technical Information: Respondents are requested to provide a requirements compliance matrix indicating how the candidate seat cushion either does or will meet the weight, interface, endurance, and AQP requirements outlined in paragraph B, above. In addition, respondents are requested to provide any available technical information, as required, demonstrating compliance with the requirements outlined in paragraph B. Finally, respondents should provide repair, maintenance, and cleaning procedures for the candidate seat cushion. 4.General Information: The Government has not imposed page limits on the responses to this RFI, but the responders are encouraged to make their responses clear and concise without superfluous information. Submissions will be reviewed by ASH PMO personnel and their support contractors. All responses should be submitted to the address below no later than 08:00 CDT, 25 June 2013. All information will be handled by ASH PMO as procurement sensitive information subject to the protections, restrictions and requirements set forth in FAR 3.104. Proprietary information should be clearly marked. No classified documents shall be included in your response. Please be advised all information submitted in response to the RFI becomes the property of the US Government and will not be returned. Potential responders shall request supplemental data (i.e. referenced Exhibits) and submit questions prior to 25 June 2013 (response date) via the Contracting Officer, Ms. Elaine Cameron via email at elaine.cameron@peoavn.army.mil. No questions will be accepted telephonically nor will any responses to questions be provided telephonically.
