- Questions and Answers - 19th Round. Answers are in response to Tactical Power Supplies PP-6224D/U and PP-2953E/U Market Survey posted on 25 May 2012. 1. Question - Ms, Baldwin, [DELETED], a small business with no special status is interested in providing a proposal for the Tactical Power Supplies Solicitation W15P7T12RA307. Please provide all available technical data including the drawings, specifications and SOW. I would also like to submit a question: The revised synopsis contains the stated requirement quote mark the power supplies will be designed to be field maintainable quote mark. Does the Government have the reliability and/or failure data and will that information be made available for the proposal effort. Answer - Drawings and performance specifications are being sent out to requests sent to Roberta.C.Baldwin.civ@mail.mil. The Government is releasing the drawings and specifications to all inquiries, however, please note that if the Government has forward to your company the drawings and performance specifications, that does not qualify your business as a small business under the NAICS code. If you have not sent in your request for the drawings and performance specifications; please do so now. In answer to your second question, the Tactical Power Supplies will be built to a performance specification, and the reliability metrics are dependent upon the offeror's design. The minimum reliability at specific operating conditions is stated in the performance specification in paragraph 3.11. The reliability of the offeror's designed will be verified after contract award during First Article Testing. 2. Question - Ms. Baldwin, The revised synopsis states a requirement quote mark The power supplies will be designed to be field maintainable with full instructions included in the Technical Manual quote mark. Please confirm if that is a design requirements since it does not appear in the specifications. Does the Government have the reliability data and will that information be made available for the proposal. Answer - The Electronic Technical Manual (ETM) is required to be priced as part of the proposal. Along with the Tactical Power Supplies, the Government will be procuring the data rights to the extent needed to enable repair in the form of operator and repair ETMs. The ETM will provided by the offeror and will be based on the offeror's design of the Power Supplies. The ETM is a quote mark user's manual quote mark that allows for field and depot repair and operation instructions. Additionally, in answer to your question concerning the design requirements and reliability data, please see above Question #1. 3. Question - Ms. Baldwin, I was looking to get some clarification on the revision listed below: --Revised from Full and Open Competition to Full and Open Competition After Exclusion of Sources. Note: This requirement remains a 100% Small Business Set-Aside pursuant to Federal Acquisition Regulations (FAR) Part 6.203 and FAR 19.203(e). Can you tell me who the quote mark Sources quote mark are? More directly, Are both [DELETED] and [DELETED] going to be considered as previous quote mark Sources quote mark ? Answer - In accordance with Q&A 10th round, question #4 posted on FedBizOpps 03 March 2013, Full and Open competition after exclusion of sources means that all responsible sources which meet certain criteria, such as business size (in a small business set-aside), are permitted to compete. Sources that don't meet these criteria, such as business size, will be excluded from the competition. Furthermore, even if an incumbent is producing the same or similar to a previous contract, then they are a previous source. Of course, being a previous source, assuming the incumbent meets the required NAICS code, does not preclude them from competing.
