- The 142nd MSG Contracting Office, 6801 NE Cornfoot Road, Portland OR 97218 will issue a solicitation RFQ for Mess Attendant Services at the Portland Air National Guard Station, Portland, OR this solicitation is 100% set aside for small business. The North American Industry Classification System (NAICS) code is 722310 and the small business size standard is $35.5 million dollars. The entire solicitation W912JV13T4002 will be made available on the Government Point of Entry (GPE), Fedbizops website at http://www.fedbizopps.gov/ on or about August 15, 2013. Paper copies of the performance work statement will be made available upon request. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates / amendments to any and all documents. All prospective offerors interested in submitting a quote must have a commercial and government entity code (www.sam.gov). In order to facilitate offeror's determination of contract capabilities, the following clarification is provided for the types of service requested: 1. Mess Attendant services for an Air National Guard and/or an Air Reserve unit(s) during Unit Training Assembly (UTA) weekends. Mess Attendant (MA) duties typically include the sanitation process of a military kitchen/dining facility. MA duties may include dish/pot/pan washing using automatic and manual means, serving food using portion control methods, maintaining a salad bar and a drink bar, sweeping, mopping, dusting, washing windows, and taking out the garbage/recyclables. UTAs are typically the first and/or the third weekends of each month for up to and including 12 months per year. 2. Full Food Service for an Air National Guard and/or an Air Reserve unit(s) during Unit Training Assembly (UTA) weekends. Full Food Service (FFS) duties typically include the full service of food/non-alcoholic drinks/maintenance of a salad and drink bar, full sanitation of a military dining facility (to include mopping, sweeping, vacuuming, dusting, sanitizing the whole dining facility, to include windows and the immediate exterior areas and the emptying of garbage and recyclables in the designated area(s). UTAs are typically the first and/or the third weekends of each month for up to and including 12 months per year. Notes: UTAs may be up to and including two weekends per month in order to accommodate the Guard and Reserves, which conduct their UTAs on separate UTA weekends. This is a pre-solicitation. Upon close of this pre-solicitation (15 days), the solicitation period will end 15 September 2013 (30 days), and the award will take place on or before 30 September 2013 to the 'best value' quoter.
