- Final Denial Barriers Maintenance/Repair Services This is a pre-solicitation notice/combined synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Synopsis will be as follows. A separate written solicitation M67400- 13 - T - 0092 has been issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23 and Defense Acquisition Circular 91-13. DPAS Rating is DO-C9D. The North American Industrial Classification System codes are 811310 and the business size standard is NTE 5.5 million. Required Item and Descriptions are as follows. ITEM NO 0001 Initial Treatment/System Optimization (1 Service), and ITEM NO 00 02 Preventative Maintenance (3 Services), ITEM NO 0003 FDB Repair Services (50 Hours), ITEM NO 0004 Reimbursable Parts (Cost), ITEM NO 10 01 Preventative Maintenance (4 Services), ITEM NO 1002 FDB Repair Services (50 Hours), ITEM NO 1003 Reimbursable Parts (Cost), ITEM NO 20 01 Preventative Maintenance (4 Services), ITEM NO 2002 FDB Repair Services (50 Hours), ITEM NO 2003 Reimbursable Parts (Cost), ITEM NO 30 01 Preventative Maintenance (4 Services), ITEM NO 3002 FDB Repair Services (50 Hours), ITEM NO 3003 Reimbursable Parts (Cost), ITEM NO 40 01 Preventative Maintenance (4 Services), ITEM NO 4002 FDB Repair Services (50 Hours), and ITEM NO 4003 Reimbursable Parts (Cost). The Contractor shall provide all qualified personnel, supervision, supplies, materials, parts, components, equipment, tools and transportation to perform Initial Treatment/System Optimization services at the first quarterly maintenance services on U.S. Government owned Final Denial Barriers (FDB)-Delta Scientific models DSC1000, TTU-212H, and IP-500 in accordance with paragraph 1.3.1 and 1.3.2 of the Performance Work Statement (PWS). Initial Treatment/System Optimization services shall be performed in accordance with the schedule specified in paragraph 1.11 of the PWS. The Contractor shall also provide preventative maintenance services in accordance with the Performance Work Statement (PWS). Preventative maintenance shall be performed on a quarterly basis in accordance with the schedule specified in paragraph 1.11 of the PWS. THE OFFERORS MUST SUBMIT ALL THE REQUIRED DOCUMENTS SPECIFIED UNDER "SUBMISSION OF OFFER" IN THIS SOLICITATION TO BE CONSIDERED AS RESPONSIBLE OFFERORS. The Contractor is required to be authorized to perform/operate in the country of Japan in accordance with DFARS252.225-7042 entitled, "Authorization to Perform." The Contractor may be required to submit a copy of its business license/permission upon a request by the Government. The Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition. Responsible Offerors must be active in the Central Contractor Registration in accordance with DFARS 252.204-7004 unless you qualify under an exemption. DUNS, TIN and CAGE Code must be written on submitted proposal. The solicitation (Request for Proposal), when it is released it will be available electronically at the following web site http://www.neco.navy.mil and or http://www1.fbo.gov under solicitation M67400- 13 - T-0092. The solicitation also will be e-mailed upon a written request to the Point of Contact listed. Upon the submission of the solicitation, it is required to attach the check list provided on the synopsis.
