- The Mission and Installation Contracting Command - Fort Jackson intends to award, on a sole source basis, in accordance with FAR 13.106-1(b), a contract to Earth Technology Integration, LLC, 1317 Abberly Village Circle, West Columbia, SC, 29169 for the installation of the quote mark Palmetto Vision quote mark emergency management system and perform training and advisory services for the Directorate of Emergency Services - Fort Jackson, SC. The purpose of this contract is for a county-centric Emergency Management Common Operating Picture (EM-COP) framework that provides Emergency Support Function personnel consistent processes and tools in order to more effectively plan and respond to real-time events in order to mitigate the loss of life or property. The quote mark Palmetto Vision quote mark is proprietary to Earth Technology Integration, LLC and is the program used for the surrounding counties in the state of South Carolina. The North American Industry Classification System (NAICS) code for this requirement is 541511, Custom Computer Programming Services. This is not a request for competitive proposals. No contract will be awarded on the basis of offers received in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. If you feel your firm is capable of providing these services, you must respond by demonstrating your firm's technical capability to meet this requirement. If no affirmative response is received, this requirement will be awarded without further notice. Detailed capabilities must be submitted to the e-mail address provided no later than 7 August 2013; 12:00 PM Eastern Time. The Contracting Officer for this requirement is Mrs. Kimberly Marsh.
