- Pump pricing sheet SBA Waiver to Nonmanufacturer Rule RFQ SB1341-13-RP-0076 The Department of Commerce, National Institute of Standards and Technology (NIST), Center for Nanoscale Science and Technology (CNST) has a requirement for high-vacuum turbomolecular pumps, cryogenic pumps and dry roughing pumps. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-68. The associated North American Industrial Classification System (NAICS) code for this procurement is 333911- Pump and Pump Equipment Manufacturing. This acquisition is 100% set-aside for small businesses. See attached Individual Waiver to the Nonmanufacturer Rule from the Small Business Administration. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to eric.bubar@nist.gov. Questions should be received no later than 10 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) BACKGROUND The high-vacuum turbomolecular pumps, cryogenic pumps and dry roughing pumps will be used as spare parts to support a set of nanofabrication, processing, and analytical tools in the CNST NanoFab that are used as a shared resource accessible to researchers from industry, academia, NIST, and other government agencies. Tool down time causes delays in critical CNST NanoFab projects and increases operational costs. Vacuum pump failures constitute a large percentage of the tool failures, and repair or replacement of some vacuum pump models have long lead times. To minimize tool downtime and control costs the CNST requires a complete set of spare vacuum pumps to support the CNST NanoFab's tool set. The spare pumps will be drop-in replacements for the pumps listed below in Table 1. This requirement is for BRAND NAME OR EQUIVALENT vacuum pumps. See attached files for additional information.
