Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Intertest, Inc. of Columbia, NJ for the procurement of a Pan Tilt Camera for the NIST Center for Neutron Research (NCNR) at NIST, Gaithersburg, Maryland. NIST's Center for Neutron Research (NCNR) currently owns and utilizes an Intertest, Inc., manufactured camera system and the electrical interface. NIST utilizes the camera and electrical interface in an extremely high radiation field, found at the core of the NIST NCNR Reactor. The camera is lowered into the reactor pool via the electrical interface. The camera is coupled to the cable harness through which the control signals and data signals flow. The use of the camera in the high radiation areas results in a wear, due to the exposure of high radiation. The electrical interface, or cable harness, is much less susceptible to radiation damage, and is capable of surviving use through several cameras. Intertest is the sole manufacturer and distributor of their instruments in the United States. Intertest has proprietary technology of their camera and interface, in addition, NIST has developed up to 10 custom tools, that are capable of a direct fit with the camera and their unique and proprietary dimensions. No other camera is compatible with the existing custom tools. No other companies The North American Industry Classification System (NAICS) code for this acquisition 333314, with a size standard of 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by August 14, 2013 will be considered by the Government.
