Description
Notice to Parties of Interest THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns for the upcoming Request for Proposals (RFP) for: Bullet Traps Operation and Maintenance at Marine Corps Base Camp Lejeune, Marine Corps Air Station New River, Jacksonville, North Carolina, and Marine Corps Air Station, Cherry Point, North Carolina. Naval Facilities Engineering Command Mid-Atlantic is specifically seeking 8(a) Small Businesses, HubZone Small Businesses, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses, or other Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The work includes, but is not limited to, furnishing all labor, supervision, management, tools, materials, equipment, transportation, incidental engineering, and other items necessary to perform weekly operation and maintenance for Bullet Traps on-site during normal working hours. Normal working hours are Monday through Friday excluding federal holidays between the hours of 7:00 am to 4:00 pm. The contractor shall be responsible for providing weekly work that includes system modifications, system repairs such as deflectors, deceleration chambers, painting, cleaning pits, dry lead cleanup, and removal of lead contaminated filters, wet lead cleanup, and canister inspections identified by the Contracting Officer, which can be accomplished within normal working hours. Prior to disposal, the contractor must certify and verify that all material removed from the Bullet Traps are inert. All applicable storage, transportation, and disposal requirements of the Federal, State, Local, and DOD hazardous waste statues, regulations, directives and orders must be strictly adhered to when executing this task. Contractor shall respond within 24 hours to any maintenance issues that require immediate attention, or that is generated from the weekly site visit. All work shall be accomplished with adequate controls and review procedures to eliminate conflicts, errors, and omissions. Types of Bullet Traps include, but are not limited to, traps that utilize rubber berm, traps that utilize a screw conveyor system to collect the bullets and empty them into a container, and traps that utilize lead collection buckets for each lane in a range. A complete list of specifications will be included in the solicitation. The Government intends to award a Firm Fixed Price/Indefinite Quantity type contract with a base period of one year plus four (4) option years. The total term of the contract, including all options, will not exceed sixty (60) months. The Contractor may be required to continue performance for an additional period up to six (6) months under the Option to Extend Services Clause. In either case, the Government will not synopsize the options when exercised. The North American Industry Classification System (NAICS) Code for this procurement is 561990, All Other Support Services. A NEW contract will replace the old contract, awarded in 2009 for an estimated total value of $389,000 for the past five (5) years Notifications of interest must be submitted in writing via email; phone calls will NOT be accepted.
