Description
The US Army Contracting Command-Redstone on behalf of the U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT), located in Huntsville, Alabama, gives notice of the contemplated release of Request For Proposals (RFPs) W9113M-13-R-0010, W9113M-13-R-0011, and W9113M-13-R-0012 for the effort entitled quote mark Design, Development, Demonstration and Integration (D3I) quote mark within the next 30 days. Information regarding these requirements were previously posted on FEDBIZOPPS under D3I-SPECIALNOTICE2. These final RFPs, including all solicitation requirements, will supersede all draft documents posted in their entirety. The purpose of this acquisition is to develop a flexible, streamlined contracting arrangement that promotes competition, achieves efficiency metrics, and responds to the breadth and depth of requirements across the USASMDC/ARSTRAT diverse technology base where technology readiness levels are at varying levels of maturity. This acquisition responds to the needs for rapid test and transition, and provides the ability to rapidly employ lessons learned from test-to-test. The efforts defined follow an evolutionary development of systems architecture which is focused on a quote mark Concept to Combat quote mark philosophy. The D3I contracts will be utilized to conduct research for the development of hardware components and software solutions for space, high altitude (HA) and the aerial layer, integrated missile defense, cyber and information operations (IO), information integration and data exploitation, enhanced Warfighter capabilities, and perform inherent Army Service Component Command responsibilities to meet USASMDC/ARSTRAT's mission goals. To increase and promote competition and provide opportunity to small businesses (SB), the D3I Program is delineated into three separate domains, which will be separately solicited under standalone request for proposal solicitations as follows: W9113M-13-R-0010, Domain 1 titled quote mark Space/High Altitude and Missile Defense quote mark will be procured as a full and open acquisition; W9113M-13-R-0011, Domain 2 titled quote mark Information Integration and Data Exploitation quote mark will be procured as a 100 percent SB set aside with a reservation for two Service-Disabled Veteran-Owned Small Business (SDVOSB); and W9113M-13-R-0012, Domain 3 titled quote mark Enhanced Warfighter Capabilities quote mark and will also be procured as a 100 percent SB set aside. The NAICS code for all three domains is 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), with a size standard of 1000 employees. The planned business arrangement for this contemplated effort is a multiple-award, indefinite-delivery/indefinite-quantity (MAIDIQ) task ordering vehicle that utilizes firm-fixed-price (FFP), cost-plus-fixed-fee (CPFF) [completion and term forms], fixed-price-incentive (Firm Target) [FPI (firm target)], or cost-plus-incentive-fee (CPIF) task order types. It is anticipated that this effort will consist of a base ordering period of five (5) years and two optional ordering periods of an additional 2 years each, and will include a program-level ceiling value of $4,600,000,000 that will be shared among all prime contract awardees across all domains. The delineation of the program ceiling is estimated as follows: Domain 1 - $3.038B, Domain 2 - $0.504B, Domain 3 - $1.058B. It is anticipated that the RFPs will be formally issued and available for download from the FEDBIZOPPS on or about 29 August 2013. The estimated proposal due date will be 60 days from the date of final solicitation issuance. The Government DOES NOT intend to conduct another pre-proposal/industry day conference for this acquisition. All communication concerning this acquisition must be coordinated through the Contracting Officer; any communications with anyone other than the Contracting Officer are inappropriate and can result in the potential offeror being excluded from participation in this acquisition.
