- Description
- The purpose of this notice is to provide details of the project prior to advertisement of the package. The Government is seeking the best proposals available. To that end, this notice is to make prospective offerors aware of requirements for the proposal stage of acquisition. On or about 7 Aug 2013 the US Army Corps of Engineers (USACE) Tulsa District will issue a FAR Part 15 Trade-Off Evaluation (Best Value) Source Selection Request for Proposal (RFP) for a construction contract to perform a major rehabilitation of turbine units 1 and 2 at Denison Power Plant located North of Denison Texas. A site visit will be scheduled prior to the date for receipt of proposals. Award is anticipated to occur in Nov 2013. The anticipated work to be done is as follows: a. Design, manufacture, shop test, prepare and load for shipment, deliver f.o.b. destination, unload, and install two Francis turbine runner assemblies and all necessary components/appurtenances, including spare parts, tools, and lifting devices, as specified herein. b. Perform hydraulic turbine model tests, as specified herein. c. Disassemble two turbine units by removing all rotating and moving components and related interferences. d. Disassemble and reassemble generating units. e. Replace miscellaneous turbine mechanical components, such as the wicket gates, shaft sleeves, sealing rings, bushing/bearing plates and shear pins, line bore wicket gate stem housings. Additionally, replace wearing ring cooling water supply piping, spiral case drain gate valve, and draft tube drain valve. f. Refurbish head covers, turbine bearing housing, turbine air inlet valve, servomotor, wicket gate operating mechanism, and operating ring as well as machining of turbine shafts. g. Perform cavitation repair to the discharge ring by removing the cavitation damaged material and overlaying the surface with stainless steel. h. Prepare for installation of miscellaneous Government property if directed by the Contracting Officer and as specified herein. i. Dispose of items to be replaced or discarded. j. Disassemble, inspect, report, repair as directed, and reassemble miscellaneous mechanical components of two turbine units. k. Perform field tests and operational tests on two rehabbed units. l. Perform miscellaneous electrical work such as providing power supplies and controls, RTD's, relays, switches, cable, wiring, etc. m. Perform all work required to comply with the site operations, environmental protection, and safety and health provisions. n. Perform all work required to comply with reporting and handling of any hazardous materials and contaminated equipment including removal and disposal. o. Perform optional work only if optional proposal items are exercised. The work will have the following constraints: a. Only one unit may be out of service at a time. b. The second unit will not be released to the Contractor until the previous unit has been approved and accepted by the Government in accordance with SECTION 48 13 13.02 26 paragraph quote mark Seventy-two (72) Hour Run. quote mark c. The time allotted for design and manufacturing of replacement components for unit 1 shall not be more than twenty four (24) months in duration. d. The time allotted for unit outage shall not be more than twelve (12) months in duration for unit 1 and eight (8) months for unit 2, including all incidental related work. e. All work activities that require the assistance of the Government powerhouse personnel shall occur during the Government powerhouse personnel's regular work schedule (Monday through Thursday 7:00 a.m. to 4:30 p.m. and Friday 7:00 a.m. to 3:30 p.m.). The Contractor shall provide written notification to the Contracting Officer a minimum of 24 hours before the time Government powerhouse personnel assistance is required, unless stated longer otherwise in the specifications. THIS WILL BE AN UNRESTRICTED REQUIREMENT. The magnitude of this project IAW FAR 36.204 is more than $10,000,000.00. The estimated price is between $18,000,000 and $25,000,000.
