- Description
- NASA/JSA intends to procure critical hardware from S. P. Korolev Rocket and Space Corporation Energia (RSC Energia), a Russian aerospace contractor, from the consumables list in the current contract, NNJ06GA16C. Hardware will include items such as filters, urine valve blocks, pre-treat tanks, and solid waste containers to maintain the Russian designed waste and hygiene compartment (ACY) located onboard the US Segment of the International Space Station (ISS). This procurement action will also provide for additional hardware and services to support integration, launch site processing, and operations onboard the ISS. RSC-Energia has been performing the current contract, NNJ06GA16C, in support of the ISS since August 6, 2006. NASA intends to issue modifications to an existing contract with RSC-Energia to procure the consumables and services described above to meet requirements of the ISS through December 31, 2020. These acquisitions will provide NASA the capability to support maintenance of the ACY and support integration, launch site processing, and operations onboard the ISS. The ACY mechanisms were designed and manufactured by RSC-Energia. As such, RSC-Energia is the only company that has access to the proprietary drawings and special tooling required to manufacture the critical hardware required to maintain the critical hardware and required services. Therefore, RSC-Energia is considered uniquely qualified to provide the aforementioned hardware, consumables, and services necessary to support integration, launch site processing, and operations onboard the ISS. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 14, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
