- Notice of Intent to Sole Source The United States Army Corps of Engineers; Detroit District intends to solicit on a sole source basis under the authority of FAR 6.302-1(a)(2)(iii)(A), to Applied Research Associates, Inc. There is an immediate need to enhance the existing CSTORM-DB system to improve the intuitiveness and user-friendliness of the current interface, to expand upon data analysis and plotting capabilities, to provide additional data input/output formats, and to provide access to additional datasets, such as archived grids and field files that are not available now through the web interface. Currently, users of the CSTORM-DB system have no direct access to archived heavy (gridded) data files, and the process of gathering user-specified data, packaging it and sending it to the user is labor intensive. The contractor will provide web-based interactive tools allowing users to obtain data from the archive that is appropriately formatted, providing seamless interaction with SMS. Updating the current system's user interface is necessary to allow for future expansion to mobile devices. Project is expected to be completed by Sep 30, 2014. Project Tasks: Task 1: Modify and Enhance Visual Interface Task 2: Enhance graphing and plotting capabilities Task 3: Expand and enhance input/output data formats Task 4: Process Gulf of Mexico data files to convert ASCII files with measured water levels and waves to NETCDF format Deliverables: 1. Updated CSTORM-DB system which includes a new map interface, expanded storm filtering options, additional plotting capabilities, additional input/output data formats, and visualization of and access to heavy data (field) files. 2. Separate system for managing database. 3. Enhanced database with additional measured and model result data The Government intends to negotiate a firm-fixed price contract on a sole source basis. Interested parties may identify their interest and capabilities to perform the requirements in writing to the identified point of contact no later than 2:00 pm Eastern Time Zone on 14 August 2013. Your response must demonstrate your firms capabilities, and experience. These will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort with full and open competition, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
