Description
The Naval Surface Warfare Center, Corona Measurement Science Department, MSD requires technical support for assistance in developing a chemical analysis method based on Fourier-transform infrared (FTIR) spectroscopy and in tailoring the supporting spectral software analysis to accomplish the goals of the Two Solvent (cleanliness verification) Method for Oxygen Systems METCAL R&D project. The Government intends to award a sole-source, firm fixed priced contract to Bruker Optics, Inc This procurement is commercial item IAW FAR Part 12. No solicitation will be issued but responsible sources may submit inquiries or request for information to marcella.webber@navy.mil or by phone at 951-273-4454. THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302-1 FOR THIS PROCURMENT ACTION. INTERESTED PARTIES MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT, OR SUBMIT CAPABILITY STATEMENTS. THIS NOTICE OF INTEREST IS NOT A REQUEST FOR COMPETITIVE QUOTES OR PROPOSALS. 1.0 SCOPE The Naval Surface Warfare Center, Corona Measurement Science Department, MSD requires technical support for assistance in developing a chemical analysis method based on Fourier-transform infrared (FTIR) spectroscopy and in tailoring the supporting spectral software analysis to accomplish the goals of the Two Solvent (cleanliness verification) Method for Oxygen Systems METCAL R&D project. 2.0 BACKGROUND The NSWC Corona MSD is our measurement science department. One of our primary missions is executing Metrology Research and Development (R&D) efforts within government and industry to support calibration requirements. 3.0 SPECIFICATIONS The FTIR chemical spectroscopic analysis method must be able to determine the concentration of both low molecular weight hydrocarbons with high volatility and higher molecular weight hydrocarbons in solutions of 3M Company Hydrofluoroether (HFE)-71DE in the range of 0 to 5 ppm by weight using gravimetrically-prepared mineral oil standard reference solutions. The measurements must be accomplished using a Bruker Optics ALPHA FTIR (existing MSD equipment). The spectral analysis method must be accomplished using proprietary OPUS software (also currently licensed to MSD by Bruker Optics) and must be capable of quantitatively determining the spectral contribution from hydrocarbon impurities against the IR spectral background of neat HFE-71DE. The final spectral analysis method (software program) must be automated to permit ease of execution by technicians with minimal specialized training.
