Description
Synopsis: Pocket J This is not a solicitation, but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist and to assist in determining if this effort can be competitive and/or sole source. The proposed North American Industry Classification System (NAICS) Code is 334290. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all business concerns capable of fulfilling the requirement. The Government requests that interested parties respond to this notice if applicable and identify your business status to the identified NAICS code. The Government will not award a contract solely on the basis of this sources sought synopsis nor will the Government reimburse the contractor for any costs associated with preparing or submitting a response to this notice. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Program Details: Background: Pocket J is a congressional mandate program that delivers Situational Awareness Data Link (SADL) and Link-16 Tactical Data Link (TDL) coverage areas for protection of designated high-value areas and national security strategic assets throughout Continental United States (CONUS). Pocket J enables airborne platforms equipped with SADL and Link-16 to exchange tactical data with each other, thus merging dissimilar systems into a single tactical picture. Pocket J also provides Beyond Line Of Sight (BLOS) forwarding of the air picture between the Air Defense Sector (ADS) and Homeland Defense assets, increasing situational awareness and decreasing tactical reaction time. The Pocket J system is comprised of two ground-based elements connected by multiple communications paths, which ensure continuity of operations. The Pocket J Fixed Element (FE) is installed at the ADS and controls, monitors, and exchanges BLOS information with the Pocket J Remote Elements installed throughout the CONUS. In total, three (3) FEs will communicate with 36 Remote Elements for a total of 39 Pocket J systems. Currently, the production of 39 Pocket J, Version 2.3.1, sites is being completed by Booz Allen Engineering Services (BES). Once production is completed in FY14, the Government will look to continue support of these 39 Pocket J systems through a Contractor Logistics Support (CLS) contract. Performance Requirements and Source Qualifications: To be considered for this effort, potential sources must be capable of managing all aspects of a Link-16 Tactical Data Link CLS contract. These tasks include but are not limited to the following: Management of cost and schedule, hardware repair (Organizational and Depot level), software maintenance and block cycle changes, interoperability testing, configuration control, technical performance, subject matter expert support, and help desk support. Because of the complexity of the system and its mix of commercial off-the-shelf and Government off-the-shelf equipment, demonstrated Link-16 knowledge and experience is a requirement for all potential sources. The capability to update technical data (product drawings, technical orders, technical manuals, etc.) will be required to document any potential configuration changes, including any changes to the acceptance test and repair procedures. Information Assurance updates will also be included as part of this sustainment effort and detailed knowledge and experience in this area must also be demonstrated. Submission Instructions: Interested parties who consider themselves qualified to perform in accordance with the program details are invited to submit a response to this Sources Sought Notice by COB 30 Aug 2013.
