- THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple and Aaron Sanford) for receipt by close of business (2 p.m. local Denver time) on August 5, 2013: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $16 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value in which you performed ( as the prime contractor ) construction of prestressed concrete bridge, roadway excavation, MSE wall, reinforced soil slope, aggregate base, hot asphalt concrete pavement, structural concrete, reinforcing steel, drilled shafts, pipe culvert, and guardrail. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT DETAILS: CA PFH 191-1(1), Buchanan Road Project Details: This project is located approximately 10 miles east of Sonora, California, on Forest Highway 191, also known as Buchanan Road. The project begins in Tuolumne at Carter Street and progresses 2.5 miles easterly to the Buchanan Mine Road Bridge, which crosses the North Fork Tuolumne River. This project consists of rehabilitating the first 0.6 miles of Buchanan Road starting at the intersection with Carter Street, reconstructing the next 1.9 miles to the Buchanan Mine Road Bridge, and replacing the Buchanan Mine Road Bridge with a new, curved, pre-stressed concrete bridge adjacent to the existing bridge. Traffic will be maintained during construction with lane closures and no night work is allowed. All excavation, embankment, retaining walls, and pipe culverts must be completed prior to the winter shutdown from November 10, 2014, to March 27, 2015. Major quantities include: 20401-0000 Roadway excavation: 107,000 CUYD 20441-0000 Waste: 70,000 CUYD 25501-0000 Mechanically stabilized earth wall: 18,000 SQFT 25801 Reinforced concrete retaining wall: 1,875 SQFT 27201-0000 Reinforced soil slope: 10,000 SQFT 30103-0000 Aggregate base: 7,600 CUYD 40201-4700 Hot asphalt concrete pavement: 9,200 TON 55201-0200 Structural concrete, class A (AE): 460 CUYD 55302-3200 Precast, prestressed concrete girders: 670 LNFT 55401 Reinforcing steel: 139,440 LB 56501 Drilled shafts: 315 LNFT 60201 Pipe culvert: 3,310 LNFT 61701-1200 Guardrail system G4, type 2, class A, steel posts: 9,000 LNFT It is anticipated that this project will be advertised in November of 2013 with a Notice to Proceed issued in April, 2014. It is anticipated that this project will be completed in August, 2015. The contracting range for this project is between $13 million and $16 million.
