- The synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command. Naval Surface Warfare Center, Dahlgren, Virginia, intends to purchase on a sole source basis from X-COM Systems, LLC, 12345-B Sunrise Valley Dr., Reston, VA 20191-3415 in support of a planned testing event: One month rental (with the possibility of another 30 day option) of two (2) IQC-2110 Spectrum Monitoring and Analysis Systems including: IQC2110 Wideband RF Capture and Storage System for Tektronix RSA6000 and RSA5000 Signal Analyzers (to be used with a Tektronix RSA to be provided by the customer - must have digital streaming I&Q output option), up to 110 MHz Bandwidth, Advanced Feature Set (Trig/Mark/Time) including SAS and eSATA Interfaces, LAN switch and 3ea LAN cables; DP-HDD-4TB (External HDD Datap for IQC2110, 4TB (3.85 TB usable)); SA-LAP-CON (Laptop control computer) with IQC control software and X-COM Spectro-X signal analysis software. IQC-2110 system and datapack are supplied in a TRANSIT-CASE-8U (Protective transit case); Rental cost per month Includes delivery, set-up and initial training in CONUS. Includes use of Spectro-X signal analysis software for up to 90 days after the end of rental period to support customer post-processing of captured RF signal data using a customer supplied workstation; and one-month rental (with the possibility of another 30 day option) of one (1) RTS-1000 Ultra-Broadband Signal Generator System; 300 MHz to 18 GHz; 3 GHz Instantaneous BW, Switching speed <= 250 ns; 10 Giga Sample/sec AWG; 32 Mega-sample waveform storage with ability to store multiple waveforms and seamlessly change waveforms within one clock cycle; Rental cost per month Includes delivery, set-up and initial training. These items will be acquired utilizing Simplified Acquisition Procedures. The Government will not issue a written request for quotations as all items are identified on this notice. Delivery is to be FOB Destination, Dahlgren, VA 22448-5114, no later than 60 days after date of order. Award is anticipated on or before 15 August 2013.
