- Description
- This is a pre-solicitation/notice of intent to sole source for commercial services prepared in accordance with FAR Part 12. It is the intent of the National Institutes of Health (NIH), Office of Research Information Systems (ORIS), Electronic Research Administration (eRA), to issue an eight (8) month contract to Scientific Applications International Corporation (SAIC), 1710 SAIC Drive, Suite B, McLean, VA 22102-3701 under the authority of FAR 6.302-1(a)(2). The North American Industry Classification System (NAICS) is 541512, Computer Systems Design Services with a size standard of $19M. The services required are IT support services for the development, maintenance and implementation of systems designed to accommodate the NIH and the Department of Health and Human Service (DHHS) initiatives. Vendors may identify in writing their interest and capability in response to this requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However all responses received no later than the closing date of this announcement will be considered by the government. A determination by the government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. OBJECTIVES NIH currently has a contract with SAIC (HHSN276200900001C) for IT support services for the development, maintenance and implementation of systems for all eRA program modules throughout the software development life cycle. The current contract was solicited competively in 2009 and ends in October, 2013. The NIH intends to implement this short term sole source contract with SAIC while it conducts a competitive solicitation for the follow-on contract. TASKS The services required are software development support services for programs administered by the eRA. Tasks include but are not limited to: a. Project Planning Support b. Requirements Development Support c. Design d. Implementation (coding/new development and maintenance) e. Testing Support f. Project Integration Management/Development Support g. Production Support h. Documentation Support (Sub-task 8) i. Training Support (Sub-task 9) j. eRA Infrastructure (Sub-task 10) SOLE SOURCE JUSTIFICATION Through the current contract SAIC provides services including but not limited to object oriented analysis and design, Oracle applications, J2EE patterns, client and server side programming, testing tools and technology services, web applications and more. It is imperative that there be no lapse in service and that no significant system changes to eRA support be made until an adequate transition can be planned and effected. To do so at this time would adversely affect the flow of IT services and would seriously injure the Government's ability to carry out the many associated NIH and DHHS programs. In efforts to conduct a full and open competition yet ensure that the needed services are provided without a lapse or delay in service, this short term contract is required in order to provide the continuity of service and effect the necessary transition from the current contract to the forthcoming competitively solicited contract. As the incumbent, SAIC is the only Contractor which can provide the required services and transition without undue delay and costs. PERIOD OF PERFORMANCE The period of performance is October 20, 2013 through June 30, 2014. This is not a Request for Quotation (RFQ), nor is a RFQ available; however, all responsive sources may submit a capability statement in a timely manner which will be considered by NLM. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms interested in responding to this notice must be able to provide the referenced service as specified above. Responses must be in writing and must be received electronically at briscoee@mail.nih.gov by 3:00 PM EST on Thursday, August 8, 2013.
