- RFQ: DOL131RQ21776 This requirement set-aside 100% for HUBZONE small business concerns. This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in Federal Acquisition Regulations (FAR) Part 12.6 and (FAR) Part 13 as supplemented with additional information included with this notice. This announcement only constitutes the solicitation and a written solicitation will not be issued. Firm-fixed price offers are requested under this Request for Proposal (RFP). This document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-68. The Product Service Code is N071, and the NAICS code is 337121 with a small business standard of 500 employees. REQUIREMENT: The Department of Labor (DOL), Veteran's Employment and Training Services (VETS) has a need to renovate their office space located in the Frances Perkins Building (FPB), 200 Constitution Ave, NW, Room: S-1312, Washington, DC 20210. The space renovation project will include construction modifications to the space layout, purchase, delivery and installation of new case goods and systems furniture. No used equipment will be accepted and all equipment shall be covered under manufacturer's warranty. PREAWARD SITE VISIT: Contact Ms. Linda Spillman at Spillman.linda@dol.gov or Mr. Keith L. Rhodia at Rhodia.Keith.L@doL.gov to register for the site visit no later than 15 August, 2013. The preaward site visit will be conducted at 200 Constitution Ave. NW, Washington D.C. 20210, 2pm EST, 16 August, 2013. Visitors must arrive on time with current picture ID. The site visit will not be rescheduled. STATEMENT OF WORK: I. SUMMARY The vendor is required to design, deliver and install Knoll Dividends "OR EQUAL" line of furniture for (3) 150 square foot private offices and (2) 100 square foot private offices. Private offices will include specified desks, guest chairs, task chair for Veteran's Employment Training Services (VETS). In addition, the vendor is required to provide (29) 8' x 8' and (5) 4' x 3' Knoll Dividends line cubicles to include fabric panels, work surfaces, overheads, wardrobes, guest chair, pedestal, ergonomic keyboard trays and monitor arms and all applicable accessories. Deliver and install (10) 5 drawer laterals and (8) 3 drawer laterals with common top. Provide two printer work stations. II. FURNITURE REQUIREMENTS See exact furniture specification below. The VETS center will be reconfigured to provide for additional employees. Services will include design, delivery and installation of furniture. Design services will include initial design drawing (in AutoCAD format) plus two revisions. FURNITURE SPECIFICATIONS IV. DELIVERABLES The Contractor shall provide: A CAD (preferably AutoCAD) file of final approved drawing, provide 95 percent drawing with acceptable life safety and ADA/ABA clearances to the OASAM and VETS Project Manager. The customer reserves the option to make changes to the proposed furniture layout/placement. Provide a written assessment report within 1-3 workdays from contract award of any onsite conditions and/or lack of furniture/case goods that may impair completion of project before ordering and/or start date as determined the OASAM Project Manager. Provide weekly status reports consisting of current work performed, completed activities and anticipated next phase and other related information. Participate in meetings, as determined by VETS and OASAM Project Manager. Within 45 days of project completion: (1) "As built" drawings on disc with furniture layout in AutoCAD; (2) Typical of each space with quantities of all new furniture and existing if being used; and, (3) A Specification book of all typical, finishes and fabric samples for agency to keep on file. Provide furniture, case goods and installation item punch list and items correct list with time line for correction within 1-5 days of installation of furniture/case goods. V. CONTRACT MANAGEMENT Initiation of the Project: Once authorization to proceed with this project is obtained, the Contractor will be notified and shall receive directions from the appropriate contracting officer. The Contractor shall discuss particular aspects of the project with the VETS and OASAM Project Manager to obtain a clear understanding of specific project requirements and to establish a project protocol and the timetable for receipt, installation and final walk-through of project. Hours of Operation and Dock Information: Hours of Operation of contractor work is to be scheduled and shall occur as approved by VETS management. Delivery of materials will be between the hours of 8 am and 5 pm, Monday - Friday, unless otherwise coordinated and approved by VETS and other DOL designated officials. The furniture product will be unloaded at the DOL loading dock and taken immediately to the place of installation. The loading dock cannot support trailer trucks, please use a box truck for delivery. The Contractor is to provide VETS COR with company employee names that will require access to the building one week prior to work and delivery of the furniture for notification to DOL Security Office. Delivery Address: U.S. Department of Labor Loading Dock 200 Constitution Avenue, N.W Washington, DC 20210 Clean Up: Vendor will assume responsibility for off-site disposal of debris and packing materials delivered with furniture at vendor provider. Parking Prospective offerors are notified that parking in FPB garages is limited and no parking permits shall be issued for the offeror's personnel or vehicles for parking/access to the FPB garages during working hours (Monday - Friday 7:00am - 7:00pm). Material drop-off and inside delivery will be at the FPB loading dock only, and is to be scheduled with COR or Project Manager listed below. To be determined VI. PERFORMANCE MEASUREMENT Performance measurement factors are as follows: A. All coordination for project has been completed and adhered to consistent with DOL and VETS requirements and specifications. B. A thorough inspection with the vendor will produce a "punch" list that will be completed as part of the project requirement. C. All items are delivered consistent with the contract. VII. ANTICIPATED PERIOD OF PERFORMANCE The period of performance will be 90 days after the award has been issued. Any questions regarding the RFQ must be submitted no later than 4pm EST on Friday August 15, 2013 to rhodia.keith.L@doL.gov. All quotes shall be received no later than August 22, 2013 by 4:00pm EST by E-mail to the attention of Mr. Keith L. Rhodia rhodia.keith.L@doL.gov. All responsible vendors may submit a quote that, if timely received, shall be considered for award. Quotes shall be submitted electronically and file size shall not exceed 5MB. Evaluation of Offerors -PROPOSALS WILL BE EVALUATED IN ACCORDANCE WITH FAR 13.106-2 Selection of contract award will be based on an evaluation of proposals against the following factors: TECHNICAL EVALUATION: The contractor shall demonstrate a clear understanding of the requirement. PRICE: Please provide LUMP SUM or one TOTAL PRICE as part of the proposal for all work being accomplished. Pricing shall be balanced and complete. Offerors must be registered, and must maintain an active registration at www.sam.gov. PAST PERFORMANCE: Government databases to include FAPIIS, PIPPRS, and CPARS will be searched. RELATIVE IMPORTANCE: Technical is more important than price. BASIS FOR AWARD: Contract award will be made to the responsive vendor whose quote provides best value to the Government. This is an "all or none" requirement and will be awarded on one contract. Multiple contracts will not be issued. Vendors who do not quote the entire package requested will be considered non-responsive and their proposal will not be evaluated. IAW FAR 52.212-3, Offeror Reps and Certs - An Offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an Offeror has not completed the annual representations and certifications electronically at the ORCA website, the Offeror shall complete only paragraphs (c) through (m) of this provision and must submit these paragraphs with their proposal. All quotes shall be submitted electronically. All quotes shall be received no later than August 22, 2013 by 4:00pm EST by E-mail to the attention of Mr. Keith L. Rhodia at rhodia.keith.L@doL.gov.
